Job Description
The Operations Support and Logistics (OSL) Officer works to ensure that effective WHO country presence is established to implement WHO country cooperation strategies. These strategies are aligned with Member State's health priorities and sustainable development agendas, and harmonized with UN country teams and partners to improve health outcomes. During deployment, the duty station and duties may be modified based on the technical needs of the Programme.
Responsibilities
Forecast supply needs and plan an end-to-end, timely provision of quality and adequate supplies, equipment, and consumables for health emergency operations in compliance with WHO rules.
Facilitate customs clearance, reception, transportation, storage, and distribution of supplies to affected areas and populations.
Manage WHO warehouses and inventory, implementing stock control mechanisms.
Maintain required stockpiles of essential emergency equipment (e.g., personal deployment material, radios, satellite telephones, IT equipment).
Manage the WHO Health Emergencies (WHE) fleet, including planning movements and overseeing vehicle maintenance.
In close cooperation with the Field Security Officer, ensure appropriate and safe living conditions for WHO-deployed staff and responders.
Facilitate the setup and appropriate functioning of health facilities, mobile medical activities, vaccination campaigns, and laboratory support.
Ensure water, sanitation, and infection control standards are met for all supported health facilities.
Provide quality assurance for the setup and sustainable access to safe cold chain facilities for medical items requiring temperature control.
Undertake regular field assessments to monitor supply management, stock movements, and storage conditions.
Monitor and report logistical needs, gaps, and problems to the emergency team, proposing remedial actions.
Requirements
Education
Essential: A first university degree in public or business administration, logistics management, engineering, pharmacy, or a related field from an accredited/recognized institute.
Desirable: Professional certification in areas such as transport, distribution, and supply chain management. Degree or training in information management systems applied to logistics.
Experience
Essential: At least five years of related experience at national and international levels in managing emergency logistics and supply operations, including field support for emergency humanitarian operations.
Desirable: Prior working experience with WHO/UN, health cluster partners, or international NGOs. Experience with import/export and customs administration.
Skills
Knowledge of logistics management in emergency contexts with the ability to solve technical problems in difficult circumstances.
Excellent analytical and organizational skills.
Strong interpersonal skills and the ability to work under pressure.
Proven ability to promote cohesive action and convince officials with tact and diplomacy.
