Municipal Manager

The Municipal Manager role at the County Government of Kitui is a senior contract position responsible for the executive functions of the Municipality, ensuring effective service delivery, financial stewardship, and governance. The terms of service are contractual.

Salary Scale

The position is remunerated at a scale of Ksh. 102,860 to Ksh. 137,070 per month (p.m.), subject to annual increments as detailed in the advertisement.

Duties and Responsibilities

The Municipal Manager shall be responsible for:

• Ensuring the execution of the decisions of the Board.
• Preparing and presenting for approval to the Board, an annual estimate of revenue and expenditure.
• Being principally responsible for building and maintaining a strong alliance and effective working relationships between the Board and the Civil society, private sector, and community-based organizations.
• Preparing and submitting to the Board an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Municipality.
• Acting as the Secretary (ex-officio member) of the Board and all her committees.
• Exercising supervision over all departments and agencies of the Municipality and coordination of its activities on a daily basis.
• Administering and enforcing all Municipality By-Laws, resolutions, franchises, leases, contracts, permits, and other Municipality decisions.
• Preparing and administering the annual Municipality budget.
• Administering Municipality utilities and property.
• Encouraging and supporting regional and intergovernmental cooperation.
• Promoting cooperation among the Board, staff, and citizens in developing Municipality policies and building a sense of community.
• Performing any other duties as may be assigned by the Board.

Requirements for Appointment

A person shall qualify to be appointed as the Municipal Manager if the Person:

• Is a citizen of Kenya.
• Holds a Bachelor’s Degree from a university recognised in Kenya or its equivalent (BA/BSc/HND).
• Has proven experience of not less than ten years in administration or management either in the public or private sector.
• Satisfies the requirements of Chapter six of the Constitution (Leadership and Integrity).
