Job Description
The Monitoring, Evaluation and Learning (MEAL) Specialist will play a critical role in supporting the implementation, learning, and continuous improvement of the Small and Growing Businesses (SGB) Framework. This framework is the Terwilliger Center’s global approach to identifying, supporting, and learning from enterprises with solutions for affordable housing through direct support and capital mobilization.
The specialist is responsible for strengthening the systems, evidence, and coordination needed to align global strategy with regional implementation. Additionally, the role contributes to MEAL and learning efforts for the Shelter Venture Fund (SVF), ensuring coherence between the SGB framework and investment-related evidence. This position involves designing and implementing MEAL systems for impact investment portfolios and SGB programs, ensuring evidence-based decision-making while contributing to global learning agendas and impact measurement frameworks aligned with GIIN/IRIS+ standards.
Key Responsibilities
1. Design and Implement the MEAL Framework (30%)
Develop results chains and frameworks for the SGB framework and Shelter Venture Fund investments.
Ensure alignment with global impact measurement standards (IRIS+, SDG indicators).
Support the SGB team in annual and multi-year target setting and establish rigorous tracking and monitoring plans.
2. Data Quality and Insight Generation (30%)
Lead rigorous data collection, validation, and analysis using mixed methods in collaboration with global and geographic MEAL leads.
Manage stakeholder reporting requirements and ensure the integrity of reported data.
Produce dashboards and learning briefs for internal strategy and external stakeholders.
3. Learning and Knowledge Management (20%)
Facilitate learning loops across regions and synthesize cross-portfolio insights.
Translate evidence into actionable recommendations for the SGB framework, including investment insights and program design.
Promote adaptive management by using real-time insights to inform strategic pivots and improve effectiveness.
4. Capacity Building and Systems Strengthening (20%)
Develop and maintain digital data systems (e.g., CRM, Airtable, PowerBI) for real-time monitoring and data visualization.
Stay updated on industry trends to continuously improve MEAL systems.
Requirements
Education: Master’s degree in Monitoring & Evaluation, Development Economics, Statistics, Impact Measurement, or a related field.
Experience: Minimum of 5 years in MEAL roles, including experience within impact investing or enterprise development contexts.
Technical Proficiency: Proven ability to design and implement MEAL systems.
Research Skills: Highly proficient in advanced quantitative and qualitative research methods and mixed-methods evaluation approaches.
Frameworks: Strong command of impact measurement frameworks such as IRIS+, GIIRS, and SDG mapping.
Software Skills: Advanced Excel skills are mandatory; proficiency in PowerBI/Tableau for data visualization.
Analytical Skills: Familiarity with impact investment metrics and basic financial analysis.
Digital Tools: Experience with CRM platforms (e.g., Salesforce) and digital data tools (e.g., Airtable).
Interpersonal Skills: Ability to build respectful relationships with internal and external stakeholders and collaborate in a matrix organization.
Communication: Concise and clear written and verbal communication in English.
Travel: Willingness and ability to travel up to 20% (International and Domestic).
