Role Overview
The Monitoring, Evaluation, and Learning (MEL) Manager leads KELIN’s institutional performance, monitoring, evaluation, and learning function. The role ensures that organisational and programme performance is measurable, evidence-driven, and informs strategic decision-making, resource allocation, accountability, and external influence. This position provides technical leadership across Programme Leads, Research, and Communications functions to ensure data-driven implementation and systematic capturing of lessons for continuous improvement.
Key Duties and Responsibilities
MEL Strategy and System Development
- Lead the development, implementation, and continuous improvement of KELIN’s MEL framework in line with the Strategic Plan.
- Design and maintain organisation-wide MEL systems, tools, templates, indicators, and reporting processes.
- Ensure performance frameworks are clear, measurable, and aligned with strategic objectives and donor requirements.
- Provide technical guidance on theories of change, results frameworks, logframes, and performance measurement plans.
- Set and enforce organisation-wide MEL standards and reporting requirements.
- Lead tracking and reporting on the implementation of KELIN’s Strategic Plan (2026–2030).
Monitoring and Performance Tracking
- Oversee routine collection, validation, analysis, and use of programme performance data.
- Ensure timely tracking of outputs, outcomes, milestones, deliverables, and performance indicators.
- Guide and hold programme teams accountable for setting targets and addressing performance gaps.
- Develop dashboards and tracking tools to support decision-making.
Evaluation and Assessment
- Coordinate evaluations, reviews, baseline studies, end-line assessments, and outcome harvesting.
- Develop or review evaluation designs, methodologies, and terms of reference.
- Manage consultants and external evaluators to ensure quality and useful outputs.
- Synthesise evaluation findings to refine programme strategies and donor reporting.
Data Quality Assurance and Governance
- Establish systems for data verification, cleaning, and documentation standards.
- Conduct routine data quality assessments across programme teams.
- Promote strong data governance practices, including secure storage, confidentiality, and traceability.
Strategic Decision Support and Learning
- Provide regular performance insights to senior management and the Board.
- Analyse trends, risks, and opportunities emerging from programme data.
- Promote a culture of reflection and evidence-informed adaptation.
- Facilitate learning forums, review meetings, and performance review sessions.
Reporting and Accountability
- Lead the preparation and quality assurance of MEL inputs for donor reports and board reporting.
- Strengthen accountability to communities through feedback mechanisms and transparency.
Cross-Functional Support and Capacity Building
- Collaborate with Research and Communications teams to package evidence for external visibility.
- Support business development by contributing to the MEL sections of proposals.
- Build the capacity of staff and partners in monitoring, reporting, and adaptive management.
Requirements and Qualifications
- A BA/BSc/HND degree in a relevant field.
- Technical knowledge of theories of change, results frameworks, and logframes.
- Demonstrated experience in monitoring, evaluation, and learning roles.
- Strong analytical skills and experience in data quality assurance.
- Ability to manage consultants and coordinate complex performance tracking systems.
