The Independent Policing Oversight Authority (IPOA) is seeking a Legal Officer II. This role is responsible for providing guidance and legal opinions to the Authority and spearheading representation in all legal, civil, and criminal court proceedings. The position plays a key role in conducting impartial and independent investigations and inspections of the National Police Service to prevent impunity and enhance professionalism.
Key Responsibilities
Policy Implementation: Support the implementation of policies, strategies, guidelines, plans, standards, and procedures pertaining to Legal Services.
Legal Representation: Represent the Authority in all civil and criminal court proceedings and Alternative Dispute Resolution (ADR) Mechanisms.
Legal Research: Collect and collate data on legal issues pertinent to the operations of IPOA in collaboration with the division of research.
Legal Documentation: Support the preparation and drafting of contracts, leases, Memoranda of Understanding (MoUs), formal agreements, and other legal instruments.
Outreach & Public Service: Participate in outreach programs to strengthen IPOA’s governance and improve service delivery by conducting legal aid clinics on constitutional matters.
Compliance Audits: Liaise with the department of preventive services to assist in the conduct of audits of processes and actions of the National Police Service to ensure compliance with applicable legal and human rights standards.
Evidence Evaluation: Evaluate evidence in completed investigations by the Authority submitted in non-complex matters to determine sufficiency and recommend appropriate action to the Director of Public Prosecutions.
Disciplinary Review: Review evidence in completed investigations by the Internal Affairs Unit (IAU) for determinations of sufficiency for recommending appropriate disciplinary action.
Prosecution Preparation: Prepare the Authority’s cases for prosecution and implement risk mitigation measures.
Requirements and Qualifications
Bachelor’s Degree in Law (LLB) from a recognized institution.
Post graduate Diploma in law from the Kenya School of Law.
Registered as an Advocate of the High Court of Kenya.
Active member of the Law Society of Kenya (LSK).
Possession of a valid Practicing License.
Proficiency in Computer Applications.
