Amref Health Africa in Kenya is the country programme office of Amref Health Africa, Africa’s largest International Health NGO. We are seeking a qualified HTS Supervisor to oversee and improve the quality of HIV Testing and Counseling (HTC) services in supported sites within Turkana. The role involves clinical supervision, mentorship of counselors, ensuring adherence to national algorithms, and optimizing patient linkage to care.
Key Responsibilities
Quality Service Delivery: Ensure quality HTC services are provided as per the National Algorithm across all points of service in allocated sites by conducting observed sessions.
Supervision and Support: Ensure all HTS providers undergo counselor supportive supervision on a monthly basis and group counseling supporting sessions on a quarterly basis at the facility level.
Testing Efficiency: Ensure testing efficiency in all supported sites through risk assessment and ensure 100% HTS optimization.
PNS Implementation: Ensure optimal Partner Notification Services (PNS) implementation, aiming for 95% testing of contacts and a minimum contact ratio of 1:3.
Mentorship and Training: Support HTC counselors and health facilities to achieve their targets across the HTC Cascade through observed sessions, preceptorship, and monthly mentorship. Identify training needs and participate in EQA activities (proficiency testing).
Supply Chain Management: Manage monthly forecasting, quantification, and reporting of Rapid Test Kits (RTKs) and raise early warning alerts for expected shortages.
Quality Assurance: Ensure each HTC service point meets national quality assurance standards, including NASCOP certification and joint support supervisions with the Sub-County Medical Laboratory Technologist (SCMLT).
Innovation and Outreach: Support and spearhead the promotion of HTC services and innovations aimed at increasing access, such as testing for partners and children of index clients, Paediatric testing days, and OVC testing.
Monitoring and Evaluation: Support the M&E framework including maintenance of registers, wall charts, data entry, and ensuring timely/accurate reporting.
Stakeholder Collaboration: Work closely with the SCASCO and technical teams to ensure continuity of services and coordinate counselor meetings.
Linkage and Referral: Ensure 100% linkage of identified patients and referral to appropriate HIV prevention services (PMTCT, PrEP, PEP, etc.).
Qualifications and Experience
Education: Diploma in Community/Public Health, Nursing, Medical Laboratory Sciences, Social Science, Counseling Psychology, or other related courses.
Certification: Must possess a certified HTS qualification (HTS NASCOP Certification).
Experience: 2-5 years of experience in HIV Testing and Counseling (HTS).
Training: Completion of HIV/AIDS-related trainings such as Peer Education, HTS Quality Management, or Behavior Change Communication.
Skills: Strong mentorship skills, proficiency in health reporting tools, and excellent interpersonal skills to build partnerships and consensus.
