Role Overview\n\nThe Human Resources Business Partner is a member of the Human Resources Division, reporting to the Deputy Director & Chief HR Client Services. This role serves as an advisor to management on human resources-related issues within the assigned portfolio. The HR Business Partner works closely with HR Management and HR Team Leads, overseeing the coordination of recruitment, compliance, benefits, compensation, and employee relations activities to ensure effective workforce planning aligned with business objectives.\n\n### Key Responsibilities\n\n* Global Policy Implementation: Lead the global implementation and technical support for new HR policies, guidelines, and Standard Operating Procedures (SOPs). Monitor compliance within the assigned portfolio.\n* Strategic Advisory: Provide technical contributions to HR strategic planning, goal setting, and annual work planning.\n* HR Guidance: Advise managers and staff on attraction, recruitment, benefits, entitlements, and separation. Ensure effective oversight of staff and affiliate personnel.\n* Recruitment Management: Project and monitor vacant posts; lead recruitment for national and international staff (up to P5 level); and ensure proper usage of contract modalities.\n* Benefits & Entitlements: Oversee and liaise with UNDP to ensure proper administration of benefits and entitlements in accordance with existing SLAs. Approve or certify payments as required.\n* Workplace Relations & Talent Management: Promote workplace relations policies (work/life balance, stress management), facilitate mediation, and brief staff on performance management systems.\n* Learning & Development: Assess training needs and coordinate initiatives regarding the code of conduct, benefits, and performance management.\n* Systems & Reporting: Analyze and report on recruitment trends and HR data for management and donors using ERP systems.\n\n### Requirements and Qualifications\n\n* Education: Master’s degree in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or relevant social sciences. A first-level degree with two additional years of experience may be accepted in lieu of an advanced degree.\n* Professional Experience: At least 7 years of progressively responsible experience in human resource management is required.\n* Specialized Experience: Proven track record in recruitment and selection, benefits administration, and workplace relations.\n* International Experience: Minimum of 3 years of international work experience.\n* Technical Skills: Proficiency in MS Office (Word, Excel) and web-based management systems.
