The Health Administrative Officer will be deployed in a busy Level 3B Hospital and will be responsible for managing all administrative services. The role involves overseeing and coordinating administrative functions to ensure efficient, compliant, and patient-centered service delivery in the facility, supporting clinical operations and strengthening overall performance in line with Ministry of Health standards.
Key Responsibilities
Operations Management: Oversee daily administrative operations of the hospital, including the maintenance of facilities and assets.
Policy & Compliance: Develop and implement hospital policies and procedures in line with Ministry of Health (MOH) guidelines. Ensure compliance with government regulations, public service policies, and healthcare standards.
Financial Management: Manage hospital budgets, financial planning, and resource allocation. Coordinate the preparation of the hospital annual operating plan and budget.
Human Resources: Supervise administrative staff and coordinate HR functions including recruitment, training, and performance management.
Supply Chain: Coordinate procurement and supply chain management of medical and non-medical supplies.
Reporting: Prepare and present administrative and financial reports to hospital management and county health authorities. Submit monthly and quarterly reports to the Medical Officer in Charge.
Stakeholder Engagement: Strengthen partnerships with stakeholders including county government, NGOs, and community representatives.
Safety & Security: Ensure safety and security of employees and patients within the hospital premises in accordance with Occupational Safety and Health (OSH) guidelines.
Utility & Fleet Management: Manage the health fleet and ensure reliable provision and efficient utilization of electricity, water, gas, and communication supplies.

Requirements
Education: BA/BSc/HND in a relevant field. Higher National Diploma as well as relevant professional qualification is required.
Experience: Desired 5 years of relevant working experience.
Expertise: Higher level technical expertise that requires moderate to long range planning, analysis, problem-solving, and reporting.
