Role Overview
The Head of Statistics and Library Services (Deputy Director) is responsible for planning and overseeing the gathering and compilation of data, ensuring the availability of reliable, accurate, relevant, and consistent statistics to support decision-making and policy within the Central Bank of Kenya. The role involves managing data governance, overseeing statistical publications, collaborating with national and international macroeconomic agencies, and providing leadership for the Bank's Library services.
Key Duties and Responsibilities
Strategic Responsibilities
- Data Management and Governance: Initiate policy on data collection, compilation, dissemination, storage, and information accessibility for staff and the public.
- Data Confidentiality: Ensure guidelines for protecting data confidentiality in compilation and dissemination processes are in place and adhered to.
- Enterprise Data Management: Work closely with the Bank's Central Data Office to centralize, update, and govern data in the enterprise data warehouse, leading the automation of departmental data management processes.
- Best Practices: Coordinate the adoption and use of international best practices on data compilation.
- Collaboration: Support Government programmes, regional integration, and international collaborative initiatives on statistics, including participating in the development of the National Strategy for the Development of Statistics (NSDS).
- Library Leadership: Provide leadership in the modernization of the Bank Libraries across branches.
Technical and Operational Responsibilities
- Statistical Reporting: Ensure effectiveness and efficiency in data compilation and report preparation, meeting standards for coverage, periodicity, timeliness, quality, and integrity.
- Compliance: Fulfill data reporting commitments to national, regional, and international organizations.
- Publication Authorization: Authorize statistical data used for analysis in publications, including the biannual Statistical Bulletin, Monthly Economic Indicators, and Website Macroeconomic Statistics.
- Guidelines & Training: Lead the revision of compiler guideline notes and identify staff training needs.
- Surveys & Partnerships: Coordinate economic surveys and participate in national, regional, and international activities aimed at improving statistical quality and definition harmonization.
- Resource & Operational Management: Oversee all Bank libraries, manage the Division's budget estimates, and maintain business continuity plans.
Leadership & Staff Development
- Ensure compliance with Bank policies and oversee staff performance appraisals.
- Mentor, coach, and mobilize teams to achieve divisional and departmental goals.
- Coordinate capacity-building initiatives and support strategic projects for the Bank.
Qualifications & Work Experience
- Undergraduate Degree: Bachelor’s Degree in Economics, Statistics, Econometrics, or a related field from a reputable university.
- Postgraduate Degree: Master’s Degree in Economics, Statistics, Econometrics, or a related field from a reputable university.
- Doctorate Degree: PhD in Economics, Statistics, or Econometrics is an added advantage.
- Experience: Minimum of twelve (12) years of sound experience in statistical compilation, data management, data governance, or economic research.
