Role Overview
The International Centre for Reproductive Health Kenya (ICRHK) is seeking a Head of Monitoring, Evaluation, and Learning (MEL). This is a strategic leadership position responsible for overseeing the organization's evidence generation and learning frameworks. The Head of MEL ensures that all programs and research projects align with organizational priorities, national health agendas, and donor requirements. You will provide strategic advice to senior leadership on program design, performance, and impact based on data and emerging evidence, positioning ICRHK as a thought leader in the sexual and reproductive health and rights (SRHR) and broader health sector.
Key Responsibilities
Strategic Leadership & Institutional Positioning
- Lead the development and implementation of ICRHK’s MEL strategy.
- Provide strategic advice to senior leadership on programme design, performance, and impact.
- Position ICRHK as a thought leader in evidence generation and use.
- Contribute to organizational strategy, annual planning, and resource mobilization efforts.
Monitoring, Evaluation & Learning (MEL) Systems
- Oversee the design, standardization, and implementation of robust MEL frameworks.
- Ensure development and tracking of high-quality indicators, logical frameworks, and performance measurement plans.
- Lead evaluations, assessments, and operational research.
- Institutionalize learning processes and adaptive management practices.
- Ensure data is actively used to inform decision-making.
Data Systems, Quality Assurance & Governance
- Oversight of integrated data systems for effective collection, storage, analysis, and reporting.
- Establish and enforce data quality assurance protocols and audits.
- Strengthen data governance frameworks, including data protection and ethical use.
- Promote digital tools and real-time reporting dashboards.
Research, Analytics & Knowledge Management
- Technical leadership on study design, sampling, and evaluation approaches.
- Oversee data analysis and synthesis to generate actionable insights.
- Lead development of high-quality reports, policy briefs, and scientific publications.
- Promote knowledge management and documentation of best practices.
Team Leadership & Capacity Strengthening
- Build, lead, and mentor a high-performing MEL team.
- Identify capacity gaps and design targeted training for program and research staff.
- Promote cross-functional collaboration.
Donor Engagement & Compliance
- Ensure MEL systems meet donor requirements and international best practices.
- Contribute to proposal development (MEL and results frameworks).
- Serve as the technical focal point for donor engagement on evidence-related matters.
Job Requirements and Qualifications
- Education: BA/BSc/HND degree in a relevant field (e.g., Statistics, Public Health, Social Sciences).
- Experience: Minimum of 10 years of progressive experience in monitoring, evaluation, research, or data systems within the health or development sector.
- Leadership: Demonstrated experience leading MEL functions in complex, multi-donor programmes.
- Technical Expertise: Proven track record in designing and managing evaluations, research studies, and learning agendas.
- Donor Relations: Experience working with major donors including bilateral, multilateral, or philanthropic organizations.
