The Norwegian Refugee Council (NRC) is seeking a dedicated Field Office Coordinator for its Dadaab office. This role is responsible for the overall operational management and representation of the NRC at the field level. The coordinator ensures that all support functions, including Human Resources, Finance, Logistics, and Security, are managed effectively to facilitate humanitarian project implementation. Acting as the primary representative for the NRC in Dadaab, the coordinator will manage stakeholder relationships and ensure operations adhere to organizational policies and donor compliance.
Responsibilities
Support and Operational Management
Manage field office support staff and oversee day-to-day HR, administration, finance, logistics, and security tasks.
Ensure strict adherence to NRC policies, handbooks, SOPs, and Security/Risk Management procedures.
Coordinate and assist with field office budgets, shared costs, and support function expenditures.
Provide support in the training and development of field staff.
In charge of the base's overall operations management while acting as the NRC representative at the field level.
Program Support and Coordination
Provide support to project implementation and oversee program support functions and access related to operations.
Participate in program reviews, quarterly meetings, and after-action reviews to ensure the project cycle management is followed.
Support the identification of key partners and monitor implementation through strategic partnerships based on community needs.
Ensure donor compliance, Monitoring and Evaluation (M&E), and quality control procedures are entrenched in all core competency projects.
Representation and Advocacy
Manage stakeholder relationships and coordination in the area with support from the Country Director and CC Specialists.
Lead internal and external representation meetings within the area of operations.
Coordinate representation with UN agencies, partners, and local authorities.
Promote the rights of persons served in line with the NRC advocacy strategy.
Requirements
A Minimum of 4 years of experience in a senior-level project implementation and management position within a humanitarian, recovery, or development context.
Proven experience in program, financial, asset, HR management, budgeting, and administration.
Technical knowledge in at least two program areas: cash-based interventions, education, or Information, Counseling and Legal Assistance (ICLA).
Documented results related to the position’s responsibilities and experience developing proposals/budgets.
Written and oral fluency in English.
Previous experience working in Dadaab or other complex and volatile contexts is highly desirable.
Minimum BA/BSc/HND qualification.
