The Global Green Growth Institute (GGGI) is seeking an EPR Policy & Technical Assessment Consultant to support the Kenya country team. The primary objective is to translate findings from initial readiness assessments into concrete, operational pilot concepts that test the cost-recovery logic of Extended Producer Responsibility (EPR) regulations, while also supporting the Government of Kenya in refining operational frameworks.
Scope of Work and Key Activities
Work Package 1: Readiness Assessment & Pilot Scoping
- Inception Report and Detailed Work Plan: Prepare a comprehensive Inception Report detailing the strategic roadmap, methodological approach, and a timeline with specific reporting milestones.
- Desk-Based Legal and Data Review: Support the validation of the current legal and data landscape through targeted reviews and stakeholder engagement with MoECCF, NEMA, PROs, NGOs, CBOs, and waste-picker representatives.
- Concise Readiness Brief: Identify critical regulatory and data gaps preventing full EPR operationalization, define minimum datasets for plastics EPR, and conduct a gap analysis.
- Pilot Concept Note: Draft concept notes for an EPR-based pilot project, outlining project scope, cost-recovery logic (revenue streams vs. cost blocks), and a risk mitigation matrix.
Work Package 2: Policy Support and High-Level Knowledge Sharing
- Policy Support with EPR Guidelines & Manuals: Review existing frameworks to identify policy and operational gaps, specifically regarding digital reporting systems, procedural guidelines, and county implementation manuals.
- One-Day Hybrid Workshop: Coordinate the delivery of a validation workshop, including preparing concept notes, coordinating agendas with line ministries, and developing all workshop materials (presentation decks, handouts).
Requirements and Qualifications
- Education: Advanced degree (Master's or equivalent) in Environmental Science, Public Policy, Economics, Environmental Law, Waste Management, Circular Economy, or a related field.
- Experience: At least 3 years of professional experience in environmental policy or technical advisory related to circular economy and sustainable waste management.
- Technical Knowledge: Proven experience in conducting desk-based legal and data reviews, readiness assessments, or gap analyses within the environmental or waste sector.
- Local Context: Demonstrable understanding of the Kenyan context, specifically the Sustainable Waste Management Act 2022, the EPR Regulations 2024, and NEMA reporting and licensing processes.
- Stakeholder Engagement: Previous experience engaging with Kenyan government entities (such as MoECCF and NEMA), Producer Responsibility Organizations (PROs), and the private sector.
- Facilitation: Experience in preparing, facilitating, and collecting inputs from multi-stakeholder consultations and workshops.
