Job Description
The United Nations Office on Drugs and Crime (UNODC) is seeking a qualified Maritime Law Enforcement Expert. Under the overall supervision of the UNODC Regional Representative for Eastern Africa (ROEA) and the direct supervision of the Programme Coordinator for the Global Maritime Crime Programme (GMCP) in the Gulf of Aden and Red Sea, the consultant will support capacity-building initiatives and coordination efforts to improve maritime security.
Responsibilities
Coordination: Liaise with Gulf of Aden and Red Sea countries and relevant agencies to identify specific technical assistance needs.
Assessment: Identify training requirements for beneficiary maritime law enforcement (MLE) agencies/units and review their operational and logistical frameworks.
Monitoring & Evaluation: Complete all M&E requirements, including collecting participant data and providing individualized feedback.
Documentation: Submit photos and written descriptions of capacity-building activities for programme visibility materials.
Reporting: Upload agendas, attendance sheets, action pictures, and end-of-activity reports to project management platforms like Basecamp and SharePoint.
Requirements and Qualifications
Education: An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or related fields. Alternatively, a first-level university degree with two additional years of qualifying experience, or professional certifications from a recognized national/international police or military academy with four additional years of qualifying experience.
Experience: At least 7 years of experience as a police officer, member of a defense force, or a maritime security organization.
Specialization: Direct experience in maritime law enforcement is mandatory.
Desirable Skills: Experience in providing riverine and small craft training to police or defense forces is an added advantage.
