The National Drought Management Authority (NDMA) is seeking Drought Management Coordination Officers (II). This is an entry and training grade for this cadre. Officers at this level work under the guidance of a Senior Officer and are responsible for coordinating, generating, and analyzing early warning information at the county level. The role involves integrating information from national and international sources into the early warning system, ensuring effective communication to stakeholders, and maintaining oversight of the drought status in Kenya to determine response requirements.
Key Responsibilities
Drought Information
Data Collection, analysis, and reporting of drought early warning information.
Compilation of county drought early warning bulletins.
Dissemination of drought early information to relevant stakeholders, with emphasis on drought-prone communities.
Conducting national and county food security assessments.
Conducting rapid food security assessments and other surveys (nutritional, market, urban vulnerability).
Processing GIS and remote sensing data and integrating it into the drought early warning system.
Identifying new remote sensing data sources for the system.
Drought Contingency Planning and Response
Liaising with County Steering Groups and Planning Units to produce ward and County Contingency Plans.
Collaborating with County Steering Groups for rapid assessment of drought situations.
Managing the county Drought Contingency Fund Management Information System (DCF-MIS).
Activating contingency plans and monitoring county drought response interventions.
Spearheading the preparation of Drought Recovery Plans to link the emergency phase to long-term development.
Drought Resilience
Providing technical information on Disaster Risk Reduction and resilience building to county-based institutions.
Supporting the County Planning Unit in carrying out drought risk analysis.
Facilitating the development of community-level Preparedness and Development Plans.
Coordinating and strengthening partnerships with stakeholders in the County.
Ensuring quality assurance of all drought risk management and climate change adaptation interventions.
Mainstreaming Drought Risk Reduction Strategies into long-term development plans of County stakeholders.
Qualifications and Requirements
A Bachelor’s degree in Range Management, Agriculture, Livestock, Economics, Agricultural Engineering, Rural Development Studies, Mathematics, Statistics, Computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science, or Project Planning and Management from a recognized institution.
Computer competency.
Fulfillment of the requirements of Chapter Six (6) of the Constitution of Kenya.
