Job Description
The Director, Human Resource Management will be responsible for the overall co-ordination of the County Human Resource function. Reporting to the Chief Officer, Public Service, the successful candidate will provide strategic leadership in human resource planning, development, and management to ensure a motivated and highly productive workforce within the County Public Service.
Responsibilities
Implementing policies and guidelines on designed Organization structures and Staff Establishment in the County Public Service.
Managing human resource services to ensure staff are properly facilitated and motivated for effective performance.
Leading HR functions including recruitment, communication, change management, performance management, discipline, and remuneration.
Overseeing staff welfare, human resource planning, and staff development initiatives.
Determining optimal staffing levels and utilization of human resource in consultation with the Authorized Officer.
Initiating and coordinating research on market labour trends to develop strategies for best HRM practices.
Developing staffing norms and organization culture modeling in liaison with the County Public Service Board.
Advising the Chief Officer, Public Service on all Human Resource matters.
Serving as an assistant to the Secretary of the County Human Resource Advisory Committee to ensure timely HR implementation.
Performing any other lawful duties as may be assigned.
Requirements for Appointment
Must have served for a minimum period of three (3) years in the grade of Deputy Director, Human Resource Management (Job Group CPSB 04/’Q’) or in a comparable position in the Public Service.
A Bachelor’s degree in Human Resource Management or any Social Science degree from a recognized university.
A Master’s degree in Human Resource Management, Business Administration, Public Administration, or an equivalent field from a recognized university.
Completion of the Strategic Leadership Development Programme Course (SLDP) lasting at least six (6) weeks will be an added advantage.
Current membership to the Institute of Human Resource Management (IHRM) or an equivalent professional body.
Must meet the requirements of Chapter Six of the Constitution of Kenya (Integrity).
Proficiency in Human Resource Information Systems (HRIS).
Demonstrated high degree of professional competence and administrative capabilities.
Thorough understanding of national development goals and emerging HRM practices.
Terms of Service: Three (3) years contract, renewable subject to satisfactory performance.
