Role Purpose
The Director of Capacity Development, Partnerships and Knowledge Management is responsible for providing strategic leadership and technical expertise in public policy research and analysis. This role oversees research-oriented outputs, resource mobilization, and the implementation of contracted projects to ensure the Institute meets its mandate and strategic objectives.
Key Responsibilities
- Strategic Leadership: Oversee the delivery of research-oriented outputs as per set targets and provide technical advice in public policy research and analysis to stakeholders.
- Resource Mobilization & Partnerships: Spearhead resource mobilization and the implementation of contracted projects. Initiate partnerships and collaborative research with stakeholders, including policymakers, implementers, and development partners.
- Quality Control & Dissemination: Direct effective dissemination of research outputs and oversee quality control processes to ensure alignment with the Institute’s mandate.
- Operational Management: Guide the improvement of performance, efficiency, and impact of Directorate functions. Steering corporate consultation, public participation, and stakeholder engagement.
- Risk & Governance: Oversee risk management, internal controls, and accountability systems. Spearhead the implementation of corporate governance principles and adherence to national policies.
- Team Leadership: Design leadership in supervision, coaching, mentoring, and development of staff to build a high-performing, motivated, and ethical team culture.
- Planning & Reporting: Spearhead the preparation, implementation, and review of annual work plans, budgets, and performance management frameworks. Supervise the preparation of quarterly and annual reports for management, the Board, and donors.
- Knowledge Management: Coordinate knowledge management and data management activities for the Institute.
Requirements and Qualifications
- Experience: Cumulative service period of fifteen (15) years, with at least three (3) years at the Grade of Deputy Director Policy Analyst / Senior Principal Policy Analyst or a comparable relevant position.
- Education:
- Bachelor’s degree in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, Social Policy, Public Health, Public Finance, Environmental Studies or related social sciences.
- Master’s degree in any of the above or related fields.
- PhD in any of the above or related fields from a recognized institution.
- Professional Training: Completion of a leadership course lasting not less than four (4) weeks from a recognized institution.
- Research & Publications: Minimum of six (6) publications in peer-reviewed journals, books, or book chapters, and a minimum of ten (10) published research papers or reports.
