About the Role
The Digital Health Agency (DHA) is a government body dedicated to transforming healthcare delivery through the integration of cutting-edge digital technologies. Our mission is to enhance healthcare accessibility, improve patient outcomes, and ensure data security by developing and maintaining a comprehensive digital health ecosystem across Kenya. The Digital Health Officer I is an entry-grade position responsible for implementing and maintaining various digital health solutions and frameworks.
Key Responsibilities
Point of Care Services
Implementing policies, strategies, standards, guidelines, legislation, and regulations on point of care solutions.
Collecting data for desk review and user needs assessment for digital health solutions.
Implementing mitigation strategies for risks associated with the use of point-of-care solutions.
Sensitizing and training users on point-of-care solutions and clinical support systems.
Conducting deployment of new solutions in pilot settings and gathering clinical support requirements.
Monitoring user protocol performance and compliance.
Health Informatics
Analyzing reporting needs for aggregate health information systems.
Conducting gap analyses of current reporting capabilities versus organizational needs.
Preparing datasets from aggregate health information systems for analysis.
Conducting data quality audits and developing KPIs for data usage and impact.
Developing interactive dashboards and analytical outputs for evidence-based decision making.
Managing schedules for system updates and maintaining data security protocols.
Health Information Management
Gathering functional and non-functional requirements for health information exchange registries.
Maintaining exchange registries and implementing data quality checks.
Testing and piloting health information protocols and upgrades.
Systems Support & Maintenance
Identifying and addressing potential systems issues before escalation.
Categorizing incidents by severity and monitoring for data breaches.
Implementing incident response plans and tracking system vulnerabilities.
Escalating unresolved issues to external vendors or higher-level support.
Standards, Compliance & Certification
Conducting regular audits to ensure adherence to standards (HL7, DICOM, FHIR).
Assisting in deploying interoperability frameworks.
Managing records of certification applications and training healthcare providers on compliance.
Preparing reports on inspection outcomes and compliance levels.
Capacity Building
Training health workers on digital health systems and building local capacity.
Monitoring and evaluating the digital health curriculum.
Tracking training attendance and progress through e-learning modules.
Requirements
Bachelor’s degree in Health Information Technology, Health Records and Information Science, Health Systems, Information Communication Technology (ICT), Epidemiology, Clinical Medicine, Nursing, Medicine, Medicine and Surgery, Dentistry, Pharmacy, or Nutrition.
Proficiency in computer applications.
Registered and licensed by a recognized regulatory body as applicable.
Demonstrated merit and ability in work performance.
Mandatory compliance certificates: DCI Certificate of Good Conduct, HELB Compliance, KRA Tax Compliance, EACC Self Declaration, and CRB Certificate.
