Job Description
Role Overview
The Deputy Director, Policy Capacity Development, is responsible for providing strategic and transformative leadership in developing the capacity of individuals and institutions for effective public policy making. Based in the Capacity Development Division, this role involves overseeing the formulation of policies and strategies, fostering strategic relationships with multi-stakeholder groups, and guiding the implementation of capacity development programs and curricula. The incumbent provides managerial and technical advisory to the Director and ensures quality assurance across all departmental outputs in accordance with the Institute's mandate.
Key Responsibilities
Provide strategic leadership in Policy Capacity Development of human and institutional resources for effective public policy making.
Oversee the formulation and implementation of policies and strategies to guide the institute’s capacity development operations.
Coordinate and maintain strategic relationships with academic institutions, research bodies, government agencies, and other multi-stakeholder groups to advance policy goals.
Guide the development, marketing, and implementation of capacity development programs and curricula.
Provide managerial and technical advisory to the Director on matters related to Policy Capacity Development, Partnerships, and Knowledge Management.
Promote quality assurance in all departmental outputs and reports as per the Institute’s mandate.
Lead resource mobilization efforts and ensure efficient utilization for capacity development programs.
Foster strategic partnerships, networks, and linkages at county, national, regional, and international levels.
Spearhead the formulation and implementation of annual work plans, budgets, and procurement plans.
Execute risk management policies and strategies to ensure robust internal controls and business continuity.
Supervise, coach, and mentor departmental staff, including participants in the Young Professionals program.
Organize seminars, conferences, and symposia focused on Policy Capacity Development.
Develop Information, Education, and Communication (IEC) materials and evaluate the effectiveness of programs.
Requirements and Qualifications
A cumulative service period of fifteen (15) years, with at least three (3) years at the grade of Assistant Director, Policy Capacity Development, or a comparable position.
Bachelor’s degree in Education, Economics, Public Policy, Development Studies, Public Administration, Governance, Strategic Management, Curriculum Development, or related social sciences.
Master’s degree in Education, Economics, Public Policy, Development Studies, Public Administration, Governance, Strategic Management, Curriculum Development, or related social sciences.
PhD degree in Education, Economics, Public Policy, Development Studies, Public Administration, Governance, Strategic Management, Curriculum Development, or related social sciences.
Completion of a leadership course lasting at least four (4) weeks from a recognized institution.
Valid membership in a relevant professional body (where applicable).
Proficiency in computer applications, including statistical software.
Proficiency in social and economic modelling.
Expertise in developing Policy Capacity Development curricula and public policies.
