Role Overview
The Deputy Director, Policy Analysis (Trade and Foreign Policy Division) at KIPPRA is a senior leadership position responsible for directing the Institute's research and analysis within the trade and foreign policy domain. This role involves providing technical advice to government stakeholders, spearheading resource mobilization, and managing collaborative research partnerships. The Deputy Director ensures research outputs are high-quality, aligned with national objectives, and effectively disseminated to inform public policy.
Key Responsibilities and Duties
- Research Leadership: Lead the delivery of research-oriented outputs and provide technical advice in public policy research and analysis to stakeholders.
- Strategic Direction: Guide department meetings to provide strategic direction, coordinate activities, and ensure timely decision-making and accountability.
- Resource Mobilization: Spearhead resource mobilization efforts and oversee the implementation of contracted projects.
- Quality Control & Dissemination: Steering quality control processes and overseeing the effective dissemination of research outputs to policymakers and development partners.
- Governance & Risk Management: Guide risk management strategies, ensure robust systems for accountability, and steer the implementation of corporate governance principles and corruption prevention strategies.
- Team Management: Supervise, coach, and mentor staff to build a high-performing team. Oversee staff motivation, teamwork, and ethical practices.
- Operations & Planning: Lead the preparation and monitoring of annual work plans, budgets, and performance management frameworks aligned with the Institute’s strategic plan.
- Stakeholder Engagement: Manage partnerships, corporate consultations, and public participation in the Institute’s programs and policies.
- Administrative Oversight: Oversee the Department's procurement and assets disposal plans in line with approved budgets.
- Knowledge Management: Coordinate knowledge and data management activities for the Institute.
Requirements and Qualifications
- Experience: A cumulative service period of fifteen (15) years, with at least three (3) years in the grade of Assistant Director or a comparable senior position.
- Education:
- Bachelor’s degree in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development Studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, International Affairs, Social Policy, Public Health, Public Finance, or Environmental Studies from a recognized institution.
- Master’s degree in any of the above-listed fields.
- PhD in any of the above-listed fields.
- Training: Completion of a leadership course lasting at least four (4) weeks from a recognized institution.
- Publications:
- Minimum of four (4) publications in peer-reviewed journals, books, or book chapters.
- Minimum of six (6) published research papers or reports.
- Performance: Demonstrated merit and ability as reflected in work performance and results.
