Role Overview
The Deputy Director, Policy Analysis Social Sector (Social Sector Division) at the Kenya Institute for Public Policy Research and Analysis (KIPPRA) is a senior leadership position responsible for directing research initiatives within the social sector. The role involves providing high-level technical advice on public policy, spearheading resource mobilization, and ensuring the delivery of quality research outputs that align with the Institute's mandate and national strategic goals.
Duties and Responsibilities
Research Leadership: Lead the delivery of research-oriented outputs and provide technical advice in public policy research and analysis to stakeholders.
Resource Mobilization: Spearhead resource mobilization efforts and oversee the implementation of contracted projects.
Quality Control: Steering quality control processes and ensuring the effective dissemination of research outputs.
Stakeholder Management: Manage partnerships and collaborative research with stakeholders, including policymakers, implementers, and development partners.
Operational Management: Guide improvements in Department functions' performance and efficiency; manage corporate consultation and public participation.
Governance & Risk: Oversee risk management, internal controls, and accountability systems; ensure adherence to corporate governance principles and national policies.
Staff Mentorship: Lead, supervise, and mentor staff to build a high-performing team and foster a culture of ethical practices and continuous improvement.
Strategic Planning: Coordinate the preparation and monitoring of annual work plans, budgets, and performance management frameworks aligned with the Institute’s strategic plan.
Dissemination & Knowledge Management: Coordinate dissemination activities, knowledge management, and data management activities for the Institute.
Qualifications and Experience
A cumulative service period of fifteen (15) years of experience, with at least three (3) years at the grade of Assistant Director or a comparable position.
Education:
Bachelor’s degree in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development Studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, Public Health, Public Finance, Environmental Studies, or related social sciences.
Master’s degree in any of the above fields.
PhD in any of the above fields from a recognized institution.
Professional Training: Completion of a leadership course lasting at least four (4) weeks from a recognized institution.
Publications:
Minimum of four (4) publications in peer-reviewed journals, books, or book chapters.
Minimum of six (6) published research papers or reports.
Skills and Competencies
Strategic management and leadership skills.
Advanced analytical, problem-solving, and organizational skills.
Proficiency in economic modelling and statistical software.
Strong negotiation and presentation skills.
Excellent communication and interpersonal abilities.
Demonstrated merit in work performance and results.
