The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is seeking a Deputy Director for the Policy Analysis Productive Sector Division. This is a senior leadership role responsible for steering the Institute's research agenda and providing strategic direction within the productive sector. The successful candidate will lead the delivery of high-quality research outputs, provide technical policy advice to government stakeholders, and manage strategic partnerships to enhance national policy development.
Key Responsibilities
- Lead the delivery of research-oriented outputs according to set targets and Institute mandates.
- Provide expert technical advice on public policy research and analysis to various stakeholders.
- Spearhead resource mobilization and oversee the implementation of contracted projects.
- Oversee the dissemination of research findings and maintain rigorous quality control processes.
- Manage partnerships and collaborative research initiatives with external stakeholders.
- Guide improvements in the performance, efficiency, and impact of Department functions.
- Manage corporate consultations, public participation, and stakeholder engagement activities.
- Guide risk management and ensure robust systems for accountability, business continuity, and internal controls.
- Implement corporate governance principles and corruption prevention strategies.
- Supervise, coach, mentor, and facilitate training for staff to maintain a high-performing team.
- Prepare and monitor annual work plans, budgets, and performance management frameworks.
- Oversee the formulation and review of public policies and strategies.
- Coordinate knowledge management and data management activities for the Institute.
Person Specifications and Qualifications
For appointment to this grade, a candidate must possess:
- A cumulative service period of fifteen (15) years of experience, with at least three (3) years at the grade of Assistant Director or a comparable senior position.
- A Bachelor’s, Master’s, and PhD degree in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development Studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, Social Policy, Public Health, Public Finance, or Environmental Studies from a recognized institution.
- Completion of a leadership course lasting at least four (4) weeks from a recognized institution.
- A minimum of four (4) publications in peer-reviewed journals, books, or book chapters.
- A minimum of six (6) published research papers or reports.
