Job Description
Role Overview
The Deputy Director, Policy Analysis (Nutrition and Dietetics Division) is a senior leadership position at the Kenya Institute for Public Policy Research and Analysis (KIPPRA). The role entails leading the delivery of research-oriented outputs, providing technical advice on public policy to stakeholders, and spearheading resource mobilization for the institute. The successful candidate will oversee the strategic direction of the department, ensuring alignment with national policies and the Institute’s strategic plan while fostering a high-performance culture through mentorship and effective governance.
Key Responsibilities and Duties
Research & Technical Leadership: Lead the delivery of research outputs, provide technical advisory services in public policy analysis, and steer quality control processes.
Resource Mobilization: Spearhead the mobilization of funds and oversee the implementation of contracted research projects.
Stakeholder Engagement: Manage partnerships, corporate consultations, and public participation in programs and policies.
Organizational Management: Guide risk management, business continuity, and internal controls; steer the implementation of corporate governance principles and corruption prevention strategies.
Human Capital Development: Supervise, coach, and mentor staff; oversee training needs and promote a culture of ethical practices and teamwork.
Strategic Planning & Reporting: Lead the preparation and review of annual work plans, budgets, and performance management frameworks; prepare reports for management, the Board, and donors.
Policy & Knowledge Management: Oversee the formulation of public policies, coordinate dissemination activities, and manage data and knowledge management for the Institute.
Operational Oversight: Review procurement and asset disposal plans in line with institutional policies and oversee project planning and budgeting within the department.
Qualifications and Experience
Education: Bachelor’s, Master’s, and PhD degrees in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development Studies, Law, Engineering, Nutrition, Food Science, Public Health, or related social sciences from a recognized institution.
Experience: At least fifteen (15) years of cumulative experience, with a minimum of three (3) years at the grade of Assistant Director or a comparable position.
Professional Training: Completion of a leadership course lasting at least four (4) weeks from a recognized institution.
Publications: A minimum of four (4) publications in peer-reviewed journals/books/book chapters and at least six (6) published research papers or reports.
Functional Skills and Behavioral Competencies
Strong leadership, supervisory, and strategic management skills.
Advanced analytical and problem-solving abilities.
Proficiency in economic modelling and computer applications (including statistical software).
Excellent communication, interpersonal, and presentation skills.
Expertise in negotiation and team building.
Demonstrated merit and ability in work performance and results.
