The Deputy Director for Policy Analysis Modelling at KIPPRA is a senior leadership role responsible for the delivery of research-oriented outputs and providing technical advice in public policy research and analysis to stakeholders. This role involves spearheading resource mobilization, managing contracted projects, and overseeing the effective dissemination of research findings. The Deputy Director will also steer quality control processes, manage collaborative research partnerships, and guide the department in improving performance and efficiency. A key part of the role includes managing corporate consultation, ensuring robust risk management systems, and fostering a culture of ethical practices and continuous improvement through mentoring and training staff.
Key Responsibilities
- Research Leadership: Lead the delivery of research-oriented outputs and provide technical advice on public policy research and analysis to stakeholders.
- Project & Resource Management: Spearhead resource mobilization and oversee the implementation of contracted projects within the department.
- Quality Assurance: Steering quality control processes and overseeing the dissemination of research outputs to ensure alignment with the Institute’s mandate.
- Stakeholder Engagement: Manage partnerships and collaborative research with key stakeholders, including policymakers, development partners, and research institutions.
- Operational Oversight: Lead the preparation, implementation, and review of annual work plans, budgets, and performance management frameworks.
- Governance & Risk Management: Guide risk management and internal controls, ensuring adherence to corporate governance principles and national policies.
- Staff Development: Supervise, coach, and mentor staff to build a high-performing team and promote a culture of ethical practice.
- Administrative Coordination: Oversee the development of procurement plans and review quarterly and annual reports for management and the Board.
- Knowledge Management: Coordinate knowledge and data management activities for the Institute.
Requirements
- Experience: Cumulative service period of fifteen (15) years of experience, with at least three (3) years at the grade of Assistant Director or a comparable position.
- Academic Qualifications: Must possess a Bachelor’s, Master’s, and PhD in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development Studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, Social Policy, Public Health, Public Finance, or Environmental Studies from a recognized institution.
- Professional Training: Completion of a leadership course lasting not less than four (4) weeks from a recognized institution.
- Research Track Record: Minimum of four (4) publications in peer-reviewed journals, books, or book chapters, and a minimum of six (6) published research papers or reports.
- Merit: Demonstrated merit and ability as reflected in work performance and results.
