Role Overview
The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is an autonomous public institute established to provide public policy research and analysis. The Deputy Director, Policy Analysis Macroeconomics within the Macroeconomics Division, is a senior leadership role responsible for driving the Institute's research agenda. The successful candidate will lead the delivery of high-quality research outputs, provide technical advice to stakeholders, and spearhead resource mobilization and strategic partnerships to influence national and international public policy.
Key Responsibilities
- Research & Strategic Leadership: Lead the delivery of research-oriented outputs and provide technical advice on public policy research and analysis to various stakeholders. Oversee all research outputs within the department to ensure they align with KIPPRA's mandate and strategic objectives.
- Resource Mobilization: Spearhead resource mobilization efforts and manage the implementation of contracted projects.
- Operational Management: Lead the preparation, implementation, monitoring, and review of annual work plans, budgets, and performance management frameworks. Oversee the department's procurement and asset disposal plans.
- Stakeholder Engagement & Partnerships: Manage partnerships and collaborative research with key stakeholders, including policymakers, implementers, development partners, and research institutions. Manage corporate consultation and public participation in Institute programs.
- Quality Assurance: Steering quality control processes for research outputs and dissemination activities. Review quarterly and annual reports for management, the Board, and donors.
- Risk & Governance: Guide risk management, ensuring robust systems for accountability, business continuity, and internal controls. Implement corporate governance principles and corruption prevention strategies.
- Team Development: Lead, supervise, coach, and mentor staff to build a high-performing team. Foster a culture of ethics, good governance, and continuous improvement.
- Knowledge Management: Coordinate knowledge and data management activities for the Institute.
Requirements and Qualifications
For appointment to this grade, a candidate must possess:
- Experience: A cumulative service period of fifteen (15) years, with at least three (3) years at the grade of Assistant Director or in a comparable position.
- Education: A Bachelor’s, Master’s, and PhD degree from a recognized institution in any of the following fields: Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, International Affairs, Social Policy, Public Health, Public Finance, Environmental Studies, or related social sciences.
- Professional Development: Completion of a leadership course lasting at least four (4) weeks from a recognized institution.
- Publications: A minimum of four (4) publications in peer-reviewed journals, books, or book chapters, and a minimum of six (6) published research papers or reports.
