Role Overview
The Deputy Director for Policy Analysis in the Infrastructure and Economic Services Division at KIPPRA is a senior leadership position responsible for directing research activities and providing high-level technical advice on public policy. The role focuses on improving performance and impact within the department while fostering strategic partnerships and ensuring the quality of all research outputs. This position involves spearheading resource mobilization and managing the dissemination of research to key stakeholders including policymakers and development partners.
Key Responsibilities
- Research Leadership: Lead the delivery of research-oriented outputs and provide technical advice in public policy research and analysis to stakeholders.
- Strategic Management: Spearhead resource mobilization, manage contracted projects, and steer the implementation of corporate governance and risk management principles.
- Stakeholder Engagement: Manage corporate consultation, public participation, and maintain relationships with policymakers, development partners, and research institutions.
- Team Mentorship: Supervise, coach, and mentor staff while facilitating training to build a high-performing team.
- Operational Oversight: Oversee the development and review of annual work plans, budgets, and procurement plans for the department.
- Quality Control: Coordinate knowledge management and steer quality control processes for all research outputs to ensure alignment with the Institute’s mandate.
Requirements
- Experience: At least fifteen (15) years of cumulative service experience, with a minimum of three (3) years at the grade of Assistant Director or a comparable senior position.
- Education: Must possess a Bachelor’s, Master’s, and PhD in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, Social Policy, Public Health, Public Finance, Environmental Studies, or related social sciences.
- Training: Completion of a leadership course lasting at least four (4) weeks from a recognized institution.
- Publications: A minimum of four (4) publications in peer-reviewed journals, books, or book chapters, and at least six (6) published research papers or reports.
- Technical Skills: Proficiency in economic modelling and computer applications including statistical software.
