The Deputy Director, Human Resources & Administration will play a pivotal role in directing the human resources and administrative functions of the Information and Communication Technology (ICT) Authority. The role involves coordinating policy formulation, execution, and performance monitoring to align the workforce with the Authority's strategic goals.
Key Duties & Responsibilities
- Coordinating development, implementation, and review of HR policies, regulations, strategies, and guidelines.
- Coordinating recruitment, selection, placement, training, and industrial relations.
- Providing technical advice on human resource management issues and interpreting policy guidelines and statutes.
- Overseeing HR budgeting, salary administration, and promotions.
- Undertaking appraisal and reviews of the terms and conditions of service.
- Managing human resource planning, analyzing staffing levels, and preparing succession plans.
- Monitoring and evaluating training programs and performing Training Needs Assessments.
- Coordinating performance management systems and reviewing Career Progression Guidelines.
- Facilitating human resource planning and succession management.
Personal Specifications
For appointment to this grade, an officer must have:
- At least nine (9) years relevant work experience in the Public or Private Sector, three (3) of which must be in Management.
- Bachelor's degree in any of the following fields: Human Resource Management, Industrial Relations, Public Administration, Business Administration, Political Science/Government, Anthropology, or any other Social Science from a recognized Institution.
- Master’s degree in Human Resources, Management/Development/Planning, Industrial Relations, Public Administration, or equivalent qualification from a recognized institution.
- Higher Diploma in Human Resource Management or equivalent qualification from a recognized institution.
- Leadership Course lasting less than four (4) weeks from a recognized institution.
- Membership to the Institute of Human Resource Management (IHRM).
- Meets the provisions of Chapter Six (6) of the Constitution of Kenya.
- Certificate in computer application skills.
- Demonstrated a high degree of professional competence, managerial and administrative capability.
