Job Description
Role Overview
The Deputy Director Administration (Enforcement and Compliance) is a critical leadership position within the Embu County Government. This role focuses on overseeing administrative strategies related to enforcement and compliance, particularly within the context of revenue collection and public finance management. The successful candidate will be responsible for aligning administrative functions with national goals and the county's specific development mandates, ensuring that all operations are conducted within the legal framework of the Public Finance Management (PFM) Act.
Responsibilities and Duties
Oversee administrative strategies specifically focusing on enforcement and compliance within the county.
Manage and monitor revenue collection processes in both public and private sectors within the county's jurisdiction.
Align county administrative goals with national policies and development objectives.
Ensure all financial and administrative operations comply with the Public Finance Management (PFM) Act.
Demonstrate managerial and professional competence in achieving work performance targets.
Lead and coordinate teams involved in enforcement and compliance tasks.
Requirements and Qualifications
Education: Must hold a Bachelor's degree in Commerce, Economics, Business Administration/Management, Public Administration, or any other Social Science from a recognized university.
Experience: A minimum of five (5) years of experience in revenue collection in either the public or private sector.
Knowledge: Thorough understanding of national goals, policies, development objectives, and the ability to align them to the County's mandate.
Legal Familiarity: Must be conversant with the provisions of the Public Finance Management (PFM) Act.
Technical Skills: Certificate in Computer Application skills from a recognized institution.
Professionalism: Membership in a relevant professional body is an added advantage.
Compliance: Shortlisted candidates must provide clearance documents from the Ethics and Anti-Corruption Commission (EACC), Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), Credit Reference Bureau (CRB), and the Directorate of Criminal Investigation (DCI).
