County Chief Officer; Tourism, Culture and Performing Arts

Role Overview

The County Chief Officer is the authorized and accounting officer for the Department of Tourism, Culture and Performing Arts. Reporting to the respective County Executive Committee Member, the successful candidate will be responsible for the overall administration of the department, formulation of sector goals, and ensuring compliance with public service values.

Responsibilities

• Provide administrative leadership for the county department.
• Formulate and implement programs aimed at attaining Vision 2030 and specific sector goals.
• Develop and execute strategic plans and sector development plans.
• Implement departmental policies and regulations effectively.
• Offer strategic policy direction to ensure efficient service delivery.
• Maintain strict compliance with National Values and Principles of Good Governance as well as Public Service values (Articles 10 and 232 of the Constitution of Kenya, 2010).
• Perform any other duties as may be assigned by the leadership from time to time.

Requirements for Appointment

• Be a Kenyan citizen.
• Hold a Bachelor’s degree from a university recognized in Kenya. A Master’s degree in a relevant field will be considered a significant advantage.
• Possess at least 10 years of professional experience in a relevant field, with a minimum of 5 years in a senior or managerial position within a large organization.
• Must be registered with a relevant professional body (where applicable).
• Demonstrate a thorough understanding of county development objectives and Kenya’s Vision 2030.
• Be a strategic thinker with a results-oriented mindset.
• Possess excellent communication, organizational, and interpersonal skills.
• Have the capacity to work under pressure and adhere to strict timelines.
• Ability to work effectively in a multi-ethnic environment with respect for diversity.
• Demonstrated commitment to National Values and Principles of Governance.
• Must be computer literate.
