Job Description
Trans Nzoia County is seeking a dedicated and experienced individual to fill the position of County Chief Officer, Performance Management. The Chief Officer will serve as the authorized and accounting officer for a specific department, reporting directly to the respective County Executive Committee Member. This role is pivotal in driving the administration of the county department and ensuring that programs align with Vision 2030 and sectoral development goals.
Key Responsibilities
Departmental Administration: Serve as the authorized and accounting officer for the assigned county department.
Program Formulation: Develop and implement programs geared towards the achievement of Vision 2030 and specific sector goals.
Strategic Planning: Oversee the development and execution of strategic plans and sector development plans.
Policy Implementation: Ensure the effective implementation of county and national policies and regulations.
Service Delivery: Provide strategic policy direction to facilitate efficient service delivery to the public.
Compliance & Values: Ensure department operations comply with National Values and Principles of Good Governance as outlined in Articles 10 and 232 of the Constitution of Kenya, 2010.
Reporting: Perform any other duties as may be assigned by the relevant authorities.
Requirements for Appointment
Citizenship: Must be a Kenyan citizen.
Education: Possess a Bachelor’s degree from a university recognized in Kenya. A Master’s degree in a relevant field will be considered an added advantage.
Experience: Have at least 10 years of professional experience in a relevant field, with a minimum of 5 years in a senior or managerial position within a large organization.
Professional Registration: Must be registered with a relevant professional body where applicable.
Strategic Knowledge: Demonstrate a thorough understanding of county development objectives and Kenya’s Vision 2030.
Personal Attributes: Be a strategic thinker, results-oriented, and possess excellent communication, organizational, and interpersonal skills.
Adaptability: Demonstrate the capacity to work under pressure, meet strict timelines, and operate effectively in a multi-ethnic environment with respect for diversity.
Ethical Standards: Demonstrate a clear understanding of and commitment to the National Values and Principles of Governance.
Tech Savvy: Must be computer literate.
