Role Overview The Chairperson of the County Public Service Board (CPSB) is a critical leadership role responsible for overseeing the management and development of the county's human resources. The Chairperson leads the board in establishing a professional, efficient, and values-driven public service for Elgeyo Marakwet County, ensuring adherence to constitutional principles and national policies. ### Key Responsibilities - Establish and abolish offices within the County Public Service. - Appoint, confirm, and exercise disciplinary control over persons holding or acting in County Public Offices. - Prepare and submit regular reports to the County Assembly regarding the board's execution of functions. - Promote and evaluate compliance with the values and principles of governance (Articles 10 and 232 of the Constitution of Kenya). - Facilitate integrated human resource planning and budgeting for personnel emoluments. - Advise the County Government on HR management, development, and the implementation of performance management systems. - Make recommendations to the Salaries and Remuneration Commission (SRC) regarding remuneration, pensions, and gratuities for county employees. ### Qualifications and Requirements - Must be a Kenyan Citizen. - Holder of a university degree from a recognized institution (Master's in HRM, Business Administration, or Public Administration is highly desirable). - Minimum of ten (10) years of relevant professional experience, with a preference for Human Resource Management and Administration backgrounds. - Must possess a certificate in Senior Management Course (SMC). Certified Human Resource Professional (CHRP) status with a current practicing license is an added advantage. - Thorough understanding of National and County Government functions, national goals, and developmental objectives like Kenya Vision 2030. - Must meet the requirements of Chapter Six of the Constitution of Kenya, 2010. - Must be ICT proficient.
