Information about the Role
The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is an autonomous public institute established to provide public policy research and analysis. The Assistant Director, Social Sector Division is responsible for leading the department's research initiatives and providing high-level technical advisory services to stakeholders. This role involves coordinating research outputs, managing resource mobilization, and ensuring that all departmental activities align with the Institute's strategic goals and public policy mandates.
Responsibilities and Duties
- Research and Advisory: Coordinate the delivery of research-oriented outputs as per set targets and provide technical advisory in public policy research and analysis to stakeholders.
- Project Management: Coordinate resource mobilization and implementation of contracted projects, including planning, budgeting, and execution.
- Quality Control and Dissemination: Promote quality control processes for research outputs and organize effective dissemination activities, maintaining the department's dissemination calendar.
- Strategic Leadership: Review the performance, efficiency, and impact of Department functions; supervise annual work plans, budgets, and performance management frameworks aligned with the Institute’s strategic plan.
- Stakeholder Engagement: Promote partnerships and collaborative research with stakeholders, and coordinate corporate consultation, public participation, and stakeholder engagement in programs.
- Risk and Governance: Supervise risk management, ensure robust systems for accountability, business continuity, and internal controls; implement corporate governance principles and adherence to national policies.
- Team Management: Promote staff motivation, teamwork, and a culture of ethical practices and good governance.
- Reporting: Review all research outputs to ensure alignment with mandate and prepare quarterly/annual reports for management, the Board, and donors.
Requirements and Qualifications
- Service Record: A cumulative service period of twelve (12) years, three (3) of which should have been at the grade of Senior Policy Analyst or in a comparable position.
- Education: Bachelor’s and Master’s degrees in Economics, Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development Studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition, Food Science, International Relations, Political Science, Public Administration, Social Policy, Public Health, Public Finance, Environmental Studies, or a related field from a recognized institution.
- Certification: Completion of a management course lasting not less than four (4) weeks from a recognized institution.
- Research Track Record: A minimum of three (3) publications in peer-reviewed journals, books, and book chapters, and a minimum of four (4) published research papers or reports.
- Performance: Shown merit and ability as reflected in work performance and results.
