Job Description
The Assistant Director, Planning, Quality and Risk leads the Planning, Risk and Quality Management Division at KIPPRA. This role is responsible for providing long-term strategic direction through the formulation and implementation of the Institute’s Strategic Plan, ensuring alignment with national development priorities. The position oversees risk management frameworks, quality management systems (ISO), and institutional performance monitoring to enhance accountability and institutional effectiveness.
Key Responsibilities
Strategic Planning: Lead the formulation, review, and implementation of KIPPRA’s Strategic Plan and ensure all departmental activities align with the Institute’s mandate.
Operational Planning: Oversee annual planning, including the preparation of performance contracts and cost-budgeted work plans.
Monitoring & Evaluation: Lead mid-term and end-term evaluations of institutional programmes and champion productivity measurement of planned activities.
Risk Management: Develop and maintain the Risk Management Framework, oversee the institutional risk register, and provide strategic advisory on emerging risks to management and the Board.
Quality Management: Oversee the implementation and maintenance of KIPPRA’s Quality Management System (QMS) in adherence to ISO requirements and continuous improvement initiatives.
Performance Reporting: Spearhead the consolidation of institutional performance, risk management, and quality management reports for stakeholders and the Board.
Compliance: Serve as the point of contact for internal and external auditors regarding risk and compliance matters, ensuring corrective and preventive actions are implemented.
Leadership & Capacity Building: Supervise divisional staff and spearhead capacity development in strategic planning, results-based management, and risk mitigation across the Institute.
Data Analysis: Lead complex data analysis and economic modelling to guide policy formulation and management decisions.
Stakeholder Engagement: Liaise with external stakeholders and development partners to harmonize planning and quality efforts with national initiatives.
Requirements and Person Specifications
For appointment to this grade, a candidate must have:
A cumulative service period of twelve (12) years, three (3) of which should have been at the level of Principal Planning Officer or a comparable position.
Bachelor’s degree in Economics, Statistics, Mathematics, or equivalent qualifications from a recognized institution.
Master’s Degree in Economics, Business Administration, Finance, Commerce, or equivalent qualifications from a recognized Institution.
Certificate in enterprise risk management (ERM) frameworks, results-based management (RBM), M&E tools, Quality control tools and methodologies, or ISO standards.
Leadership Course lasting not less than four (4) weeks from a recognized institution.
Demonstrated merit and ability as reflected in work performance and results.
Proficiency in computer applications and economic modelling.
Functional Skills and Competencies

Proficiency in statistical software and economic modelling.
Excellent communication, interpersonal, and negotiation skills.
