The Assistant Director, Accounts at Kenya Medical Supplies Authority (KEMSA) is a senior leadership position responsible for providing strategic direction and oversight of all accounting functions. The role ensures that the Authority maintains effective financial controls, complies with all statutory requirements, and adheres to sound accounting principles, policies, and procedures.
Key Responsibilities
Strategic Leadership: Develop, implement, and review accounting policies, strategies, frameworks, and programs.
Financial Compliance: Interpret financial policies for sound accounting practices and oversee the management of PAYE, VAT, and other statutory deductions.
Internal Controls: Establish and maintain robust internal control systems to safeguard the Authority's assets.
Financial Reconciliation: Supervise the reconciliation of creditors ledger, general ledger, and cash book accounts in line with financial regulations.
Revenue Management: Ensure timely posting of revenue receipts and adherence to financial procedures.
Documentation & Reporting: Coordinate the preparation of payment vouchers, cheque books, and cashbook records, ensuring compliance with government circulars.
Debt Management: Maintain and monitor the book of debtors and payment schedules.
Audit & Risk Management: Respond to audit queries, recommend risk mitigation measures, and develop business continuity plans for the department.
Business Improvement: Implement Business Process Re-engineering (BPR) within the accounting department.
Team Leadership: Manage the department's strategic plans and budgets, and provide mentoring and coaching to staff.
Requirements for Appointment
To be considered for this role, applicants must meet the following criteria:
Work Experience: A minimum of twelve (12) years of relevant work experience, with at least three (3) years served at the grade of Principal Finance Officer/Accountant or a comparable senior position.
Education:
Bachelor’s degree in Commerce (Accounting/Finance option), Business Finance & Banking, Economics, or an equivalent qualification.
Master’s degree in Commerce, Accounting, Finance, Business Management, Business Administration, or an equivalent qualification.
Professional Certification: Certified Public Accountant (K) or an equivalent qualification from an accredited examination body.
Professional Membership: Must be a member of the Institute of Certified Public Accountants of Kenya (ICPAK) or ACCA in good standing.
Leadership Training: Completion of a Leadership Course lasting at least four (4) weeks from a recognized institution.
Technical Skills: High proficiency in computer applications.
Competence: Demonstrated professional competence and ability to deliver results.
