About the Role
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda and promotes the implementation of sustainable development within the UN system. The Administrative Officer (P3) is responsible for managing resources, providing strategic financial oversight, and ensuring efficient administrative support for various units within the organization.
Key Responsibilities
Budget and Finance
Resource Management: Advise and support the Heads of Units in managing financial and human resources.
Financial Forecasting: Prepare and forecast consolidated financial requirements for the units.
Budget Monitoring: Oversee consolidated budget implementation and ensure full liquidity at all times.
Fundraising Support: Assist Heads of Units with fundraising and co-financing strategies and guidelines.
Audit Liaison: Act as the focal point for the Office of Internal Oversight Services (OIOS) and the UNEP Administrative Audit Unit.
Management Reporting: Provide comprehensive financial management information packages to serve as effective management tools.
Compliance: Advise on the application of UN Financial Regulations and Rules, procedures, and guidelines for all divisional transactions and agreements.
General Administration
Administrative Oversight: Provide general administrative assistance and develop internal procedures to improve workflow.
Support Services: Implement and monitor support services, including the procurement of essential supplies and services.
Staff Supervision: Supervise administrative support staff and provide expert guidance on financial, human resources, and management information practices.
Data-Driven Decision Making: Collect and analyze data to identify trends. Utilize data visualization methods (graphs, charts, tables) to enable evidence-based planning and reporting.
Qualifications and Experience
Education
Required: Advanced university degree (Master’s degree or equivalent) in Business or Public Administration, Finance, Accounting, or a related field.
Alternative: A first-level university degree (Bachelor's) in combination with an additional two (2) years of relevant work experience (total of 7 years) may be accepted in lieu of the advanced degree.
Desirable: Completion of degree or non-degree programs in data analytics, business analytics, or data science.
Work Experience
Required: A minimum of five (5) years of progressively responsible experience in fund management and project implementation covering the full project cycle (development to closure).
Required: Experience working with the United Nations or a similar international organization.
Required: At least two (2) years of progressive managerial experience.
Desirable: Experience at the interface of programme and finance functions, specifically supporting financial monitoring and project implementation.
Desirable: Proficiency in ERP systems and financial reporting tools.
Desirable: Experience in process improvement and streamlining administrative workflows.
Desirable: Two (2) or more years of experience in data analytics.
