The Technical Specialist for Technology Localization is responsible for providing high-level technical expertise in developing national-level localization roadmaps for renewable energy technologies. The role focuses on solar PV and electric mobility, aiming to integrate domestic industries into global value chains through rigorous research, framework design, and stakeholder engagement. You will be expected to produce data-driven research and provide technical input to strengthen the evidence base for the Green Industrialization programme.
Key Responsibilities
Localization Roadmap Frameworks
- Develop and design technical methodologies for building national-level localization roadmaps for solar PV and electric mobility.
- Define technical parameters for component-level market sizing and industry complementarity.
- Establish technical benchmarks and evaluation criteria to assess industry readiness and firm-level capability gaps.
- Draft technical inputs for industrial policy measures and specialized skill-development requirements based on manufacturing barriers.
- Coordinate the technical deployment of localization frameworks in pilot countries, managing data validation at the national level.
Research and Data Analysis
- Contribute to the development and maintenance of analytical tools to evaluate the competitiveness and socio-economic impacts of domestic manufacturing.
- Perform detailed component-level market assessments and quantitative analysis to identify capability gaps and forward linkages.
- Use quantitative modeling tools to simulate the technical implications of policy interventions on domestic assembly viability and investment attractiveness.
- Act as a technical subject matter expert on local value chain development, providing data-driven research for the Green Industrialization programme.
- Align industry capability data with the technical appraisal requirements of international financing institutions to facilitate investment-ready roadmaps.
Stakeholder Engagement
- Liaise with government, industry, and financing institutions to secure primary industrial data and validate findings regarding minerals processing and refining.
- Organize and facilitate multi-stakeholder technical workshops to build consensus on roadmap findings and validate localization pathways.
- Translate complex research outputs into actionable technical guidance for policy-makers and industry leaders to support industrial strategy implementation.

Education and Experience
- Education: An Advanced Level Degree (Master’s degree or equivalent) in Economics, Engineering, Public Policy, Energy, International Relations, Natural Resources, or a related field. A First Level (Bachelor’s Degree) in the same fields with two additional years of relevant experience (total 7 years) may be accepted in lieu of a Master's.
- Professional Experience: Minimum of five (5) years of experience in industrial policy and renewable energy.
- Technical Expertise: Experience in solar PV or electric mobility manufacturing and value chain development is required.
