The International Labour Organization (ILO) is seeking a Technical Officer for the FAIR (Financial Access for Immigrants and Refugees) Facility. This role supports the implementation and rollout of FAIR activities in Ethiopia, Kenya, Uganda, and Sudan. The Technical Officer will track implementation progress, ensure alignment with work plans, and provide technical assistance to Financial Service Providers (FSPs), cooperatives, and Social and Solidarity Economy (SSE) entities. The position involves working closely with the PROSPECTS country teams and various stakeholders to promote financial inclusion for refugees and host communities.
Responsibilities
Programme Coordination and Implementation
- Support the rollout of FAIR activities in Ethiopia, Kenya, Uganda, and Sudan by tracking progress and ensuring alignment with approved work plans.
- Ensure compliance with ILO programming guidelines, country action programmes, and administrative/financial procedures.
- Liaise regularly with PROSPECTS country teams to consolidate updates and resolve implementation bottlenecks.
- Assist in the preparation, review, and follow-up of technical assistance plans for participating FSPs, cooperatives, and SSE entities.
- Support the organization of assessments, training sessions, market research, workshops, and field missions.
- Serve as a resource person for trainings and workshops for partners and stakeholders.
- Promote gender equality and non-discrimination in all project aspects.
Partner Support and Follow-up
- Act as a first-line focal point for participating FSPs regarding administrative and operational queries.
- Track progress of technical assistance delivered by consultants to ensure deliverables comply with FAIR standards.
- Facilitate communication and coordination with UNHCR field teams regarding settlement access and socioeconomic data validation.
Monitoring, Data Collection and Reporting
- Support M&E officers in collecting and organizing data on FSP performance, outreach, and beneficiary results.
- Contribute to monitoring frameworks, indicator tracking, and impact reporting for FAIR and PROSPECTS.
- Draft progress reports, donor updates, briefing notes, and meeting minutes.
Research and Knowledge Management
- Support data collection and analysis for the FAIR research component, including impact measurement and borrower surveys.
- Systematize lessons learned and case studies for use in policy dialogue and advocacy.
- Maintain the FAIR knowledge management repository.
Administrative and Operational Support
- Assist with procurement, contracting, and onboarding of service providers and consultants.
- Support logistical arrangements for missions, workshops, and meetings across the four target countries.
- Provide inputs for project budget preparation, monitor expenditures, and ensure compliance with ILO procedures.
Other Related Duties
- Contribute to visibility and communication materials for FAIR and PROSPECTS.
- Support Social Finance activities in the region, including resource mobilization.
Requirements and Qualifications
- Education: A first-level university degree (Bachelor’s or equivalent) in economics, development studies, finance, public policy, international relations, or a related field. An advanced degree (Master’s) is an advantage.
- Experience: At least three years of relevant professional experience in financial inclusion, access to finance, or enterprise finance.
- Sector Exposure: Experience within the financial sector (banks, microfinance institutions, or financial cooperatives) is required.
- Operational Knowledge: Demonstrated experience with internal operational processes of FSPs and contributing to financial product development or adaptation.
- Market Context: Understanding of regulatory, risk, and operational considerations in expanding to underserved market segments.
- Desirable Assets: Experience in investment readiness processes, access to finance for refugees, or familiarity with ILO Social Finance approaches.
