Multimedia University of Kenya (MMU) is seeking a qualified and experienced individual to fill the position of Principal Procurement Officer (MNT 4). This is a senior role within the procurement department, responsible for providing strategic direction and operational oversight of the university's supply chain management functions. The successful candidate will ensure that all procurement processes are conducted with transparency, efficiency, and in full compliance with the Public Procurement and Asset Disposal Act and other relevant statutory regulations.
Key Responsibilities and Duties
Manage and lead the procurement and supplies department, ensuring effective delivery of services to all university units.
Develop, review, and implement procurement policies, strategies, and manuals in alignment with national laws.
Coordinate the preparation and execution of the university's annual procurement plan and budget.
Oversee the sourcing, bidding, and tendering processes for goods, works, and services.
Lead contract negotiations and manage vendor relationships to ensure optimal performance and value for money.
Supervise and mentor procurement staff, fostering a culture of professional integrity and high performance.
Facilitate the evaluation of tenders and proposals and prepare reports for the relevant committees.
Ensure accurate and timely reporting of procurement activities to the University Management and regulatory bodies.
Requirements for Appointment
For appointment to this grade, a candidate must have:
A Master's Degree in purchasing and supplies management or its equivalent from a recognized institution.
A Bachelor's degree in purchasing/supply chain management or a related field from a recognized institution.
Served in the grade of Senior Supply Chain Management Officer (Grade MNT 13) or its equivalent for a minimum period of three (3) years.
Current membership with the Kenya Institute of Supplies Management (KISM) in good standing.
A valid license as a procurement and supply chain management practitioner.
A certificate in Computer Applications from a recognized institution.
Demonstrated merit and ability as reflected in work performance and results.
Note: A strategic leadership development course from a recognized institution lasting not less than four weeks will be an added advantage.
