The CMAM Avancé Technical Lead provides senior technical leadership and oversight across all project countries (Chad, DRC, and Niger) to ensure high-quality, evidence-based implementation and learning. The role combines country-level technical partnership, capacity strengthening, quality assurance, and global-level technical leadership, with a strong focus on cost-effectiveness and learning. Working closely with country teams, Ministries of Health, MEAL and coverage specialists, the Best Use of Resources (BUR) team, finance, research, and HQ nutrition colleagues, the Technical Lead ensures that project implementation, data use, and learning remain rigorous, coherent, and strategically relevant.
As part of the West and Central Africa regional team, this position contributes beyond country-level implementation by supporting regional learning and cross-country reflection. The role will help inform and accelerate the advancement of similar approaches in other countries across the region, particularly by strengthening cross-functional ways of working and helping to prioritize efforts where there is the greatest potential for scale. In this way, the position directly contributes to the ongoing Phase 2 of IRC’s Nutrition Impact at Scale (I@S) strategy, translating programmatic learning into scalable, region-wide nutrition impact.
Key Responsibilities
Country-Level Technical Support & Capacity Strengthening
- Technical Advisory: Serve as the primary technical advisor to country teams in Chad, DRC, and Niger, providing remote and in-country support on program design, adaptation, and implementation. Provide guidance on operational challenges, protocol adaptations, and risk mitigation.
- Performance Improvement: Analyze program performance data (coverage, admissions, treatment outcomes) and deliver evidence-based recommendations to improve quality, access, and effectiveness.
- Capacity Development: Design and deliver advanced technical training, mentoring, and coaching to country nutrition teams. Develop job aids, guidance documents, and curricula tailored to country contexts.
- Quality Assurance: Conduct regular technical support visits, supportive supervision, and joint program reviews. Partner with Ministries of Health to ensure adherence to CMAM protocols and national strategies.
- Coordination: Establish structured coordination mechanisms with country teams and facilitate cross-country learning by sharing best practices and innovations.
Technical Strategy, Evidence, and Learning
- Cost-Effectiveness: Collaborate with the BUR team to monitor cost-effectiveness and assess the impact implications of program adjustments.
- MEAL Systems: Collaborate with MEAL Specialists to ensure effective use of CommCare and PowerBI platforms. Provide technical oversight of project reporting against performance indicators.
- Coverage Measurement: Provide technical leadership for nutrition coverage surveys, including methodology, data analysis, and reporting.
- Innovation: Develop and roll out practical tools and training materials that respond to country needs.
Knowledge Management & Strategic Influence
- Document and synthesize lessons learned to generate actionable evidence informing IRC Strategy 100 Phase 2.
- Translate implementation learning into regional insights to support system-strengthening across West and Central Africa.
- Facilitate cross-functional collaboration between nutrition, health systems, MEAL, and advocacy teams.
- Support prioritization for scale by assessing programmatic innovations for sustainable expansion within government systems.
Requirements
- Bachelor's degree (BA/BSc/HND) in a relevant field such as Nutrition, Public Health, or a related discipline.
- Senior-level experience in technical leadership within the nutrition or humanitarian sector.
- Proven expertise in evidence-based CMAM (Community-based Management of Acute Malnutrition) protocols and quality standards.
- Experience in providing technical advisory services and program performance improvement across multiple countries.
- Familiarity with MEAL systems and data platforms like CommCare and PowerBI.
- Strong capacity in mentoring, coaching, and workforce development.
- Ability to engage effectively with Ministries of Health and government counterparts.
