Role Purpose
The Procurement Officer (Sourcing) acts as a crucial component in the Save the Children International (SCI) Supply Chain team. The role aims to deliver quality goods and services across all field offices. The Supply Chain Officer (Sourcing) is responsible for coordinating sourcing for the Kenya Country Office (KCO), including developing sourcing pipelines, running procurement procedures, and managing strategic supplier relationships.
Key Areas of Accountability
Strategy and Planning
- Contribute to the development of sourcing elements within the Procurement strategy and implement agreed approaches.
- Serve as the country champion for the Sourcing Best Practice Initiative to ensure effective use of global resources.
Sourcing of Goods and Services
- Identify opportunities to add value to operations through effective sourcing by reviewing internal and external environments.
- Develop sourcing approaches to meet program supply needs based on plans and requests.
- Support complex sourcing processes, including formal quotations and tenders, to ensure optimal outcomes.
- Ensure appropriate due diligence checks and risk assessments are carried out in line with organizational policy.
- Track and report financial benefits from sourcing activities via the e-benefit system.
- Compile signed Framework Agreements and contracts for system publication.
- Manage contracts, track supplier performance, and monitor expiry dates for timely renewal.
- Submit monthly reports on sourcing status and expenditure to the Supply Chain Coordinator.
- Support the invoice payment process by ensuring all procurement checklist stages are completed.
Supplier Management
- Undertake market research and analysis to support supplier selection.
- Run tenders and set up Contracts, Pre-Qualified Suppliers, and Framework Agreements.
- Track supplier performance and conduct risk management activities such as vetting.
- Build supplier capacity to understand Save the Children values, policies, and procedures.
Team Management and Capacity Building
- Conduct performance reviews and build capacity for the Supply Chain Intern.
- Develop strong relationships with field office programs to support improved procurement practices.
Performance Management
- Produce monthly and quarterly management information reports with data analysis and recommendations.
- Monitor performance against KPIs and implement corrective actions for sourcing activities.
Governance & Compliance
- Promote and ensure compliance with Procurement Policy, Procedures, and quality standards.
- Ensure operations relating to medicines align with Good Distribution Practice Regulations.
- Maintain complete procurement files for payment and audit trails.
Qualifications and Experience
Essential:
- First degree in Logistics Management, Business Administration, or a related field.
- At least 4 years of prior experience in logistics management in the NGO sector, country programs, and humanitarian environments.
- Proven experience in all technical areas of procurement.
- Experience working in remote field bases with limited infrastructure.
- Ability to synthesize and analyze information to make informed decisions.
- Strong planning, management, and coordination skills.
- Excellent communication and interpersonal skills in English and Swahili.
- Willingness to travel to difficult and insecure environments.
Desirable:
- Experience in Category Management.
- Technical knowledge in humanitarian interventions like Child Protection, WASH, or Food Security.
