Role Overview
The Supply Chain Officer II supports the procurement function by ensuring the timely, cost-effective, and compliant acquisition of goods, works, and services through procurement planning, tendering, contract administration, and supplier management. The role also oversees procurement operations when required, ensures compliance with procurement laws and policies, and supports inventory management, asset disposal, performance monitoring, audit readiness, and cross-functional collaboration to promote transparency, value for money and operational efficiency.
Key Responsibilities
Deputize the Procurement Officer and supervise procurement operations.
Assist in procurement planning and ensure alignment with approved budgets.
Manage tender processes, including preparation, evaluation, and compliance.
Oversee supplier performance, contract administration, and supplier relations.
Coordinate with stores to maintain adequate inventory and support asset disposal.
Assist in the preparation of annual procurement plans and Supply Chain Management reports.
Ensure compliance with procurement regulations, maintain records, and support audits.
Conduct market research to identify suppliers, monitor prices and recommend cost-effective purchasing strategies.
Prepare procurement reports, monitor KPIs and provide management updates.
Liaise with finance, engineering, operations, stores and regulatory bodies.
Identify procurement risks and promote transparency, accountability and value for money.
Receive procurement requisitions and verify that due process has been followed and proper documentation done.
Raise and manage purchase orders through their life cycle and ensure approval of the same is given in a timely manner.
Undertake inventory and stock control.
Follow up with stores and finance departments to ensure prompt payment to suppliers.
Ensure all procurement are completed according to procedures at all times and within the minimum time-frames.
Ensuring tracking and reporting of all procurement activities through the daily updating of the procurement tracking sheet (PSR), and sharing this with managers in a timely manner.
Requirements & Qualifications
Bachelor's degree in Supply Chain Management, Business Administration (Procurement option), or a related field from a recognized institution.
Must be a registered member of KISM.
Must be licensed member of KISM and in good standing.
At least three (3) years of relevant procurement or supply chain experience, with at least one (1) year in a supervisory role (having worked in the public or water sector will be an added advantage).
KCSE certificate.
