Job Description
The Salaries and Remuneration Commission (SRC) is seeking a Supply Chain Assistant to support the administration of the procurement process. This role ensures compliance with the Public Procurement and Asset Disposal Act (PPADA), 2015, and the Public Procurement and Asset Disposal Regulations (PPADR), 2020.
Key Responsibilities
Operational Tasks:
Distribute tender documents, requests for quotation (RFQ), proposal documents, and supplier registration forms to relevant stakeholders.
Post tender notices, Expression of Interest (EOI), and other relevant information to the Public Procurement Information Portal (PPIP), Commission website, and Integrated Financial Management Information System (IFMIS).
Coordinate the receiving and opening of quotations, requests for proposals, and tender documents.
Administer the PPIP portal on behalf of the Commission, including the creation of new users and supplier profiles.
Initiate payments for pending bills within the IFMIS System.
Prepare draft artwork and tender notices for advertisement in daily newspapers.
Provide secretarial services to the opening committee.
Draft Local Purchase Orders (LPO) and Local Service Orders (LSO).
Assist in the evaluation of tenders, quotations, and proposal documents.
Manage documentation on the IFMIS system regarding the receipt and inspection of goods and services.
Expedite the delivery of goods and services to ensure timely fulfillment.
Assist in the inspection and acceptance of goods and services and preparation of Inspection and Acceptance reports.
Record all received goods in the Goods Received Notes (GRN), bin cards, IFMIS system, and other relevant records.
Attach supporting documentation for the payment of supplier vouchers.
Manage the distribution of airtime to Commission members and staff.
Maintain an inventory of procured assets and boarded stores scheduled for disposal.
Organize the store to ensure easy access, efficient space utilization, and security.
Issue and record goods to users as per requests in a timely manner.
Monitor stock levels and raise internal purchase requests for replenishment.
Receive and record invoices, delivery notes, and internal requisition forms.
Assist in periodic and annual stock-taking for inventory management.
Help develop periodic reports for the National Treasury, PPRA, and Ethics and Anti-Corruption Commission.
File and safeguard all procurement proceedings.
Implement the department's risk management framework.
Job Requirements
Academic Qualifications:
Diploma in Purchasing and Supply Chain Management from a recognized institution.
Professional Qualifications:
Membership in the Kenya Institute of Supply Management (KISM).
A valid practicing license from KISM.
Experience:
At least 2 years of service in a comparable position from a reputable organization.
