Job Description
The Senior Specialist, Monitoring, Evaluation, Accountability, and Learning (MEAL) supports MEAL activities across Habitat for Humanity's global regions by providing surge capacity during periods of organizational change. This role involves strengthening MEAL capacity, designing indicators and instruments, and capturing and disseminating organizational learning. The specialist will lead various time-bound monitoring, evaluation, and accountability initiatives across regions, working under the direction of global MEAL leaders. This is a three-year position that can be located remotely in several global hubs, including Nairobi, Kenya.
Essential Duties and Responsibilities
Surge Capacity (40%)
Provide virtual surge MEAL capacity during program start-ups, scale-ups, transitions, or emergencies to stabilize systems and support local teams.
Offer virtual MEAL support for existing programs under the direction of regional MEAL leaders.
Operationalize MEAL policies and processes across regions and contribute to updates based on field feedback and evolving donor requirements.
Translate global MEAL strategy into regional execution by aligning country and project MEAL plans with organizational frameworks and quality benchmarks.
Contribute to project/program design and proposal development.
Data Integrity (20%)
Ensure the accuracy, integrity, and consistency of program data through regular quality checks and validation processes.
Global MEAL Support (30%)
Support the Global MEAL Team in delivering organizational MEAL priorities.
Provide input for the creation and review of MEAL guidance, training materials, and toolkits.
Support the design and delivery of global MEAL workshops and events.
Support the onboarding and mentoring of MEAL personnel as required.
Collaboration (10%)
Act as an active member of the global MEAL team and the Habitat for Humanity International (HFHI) MEAL Network.
Participate in regional MEAL communities of practice and peer-to-peer learning activities.
Requirements and Qualifications
Bachelor’s degree or equivalent professional experience.
5+ years of experience in monitoring, evaluation, accountability, and learning at the project or program level.
Prior knowledge and experience with output and outcome measurement and the development of measurement tools and platforms.
Experience setting up and managing mechanisms to ensure accountability to communities.
Strong critical thinking, problem-solving, and analytical skills.
Proficiency in communicating in various formats to diverse audiences.
Experience in designing and facilitating MEAL-related capacity strengthening activities.
Comfort working both independently and in remote team environments.
Preferred Qualifications
Proficiency in Spanish or French is helpful.
Experience working within a global team or in a regional MEAL Advisor role.
Experience with multi-country programs or federated networks.
Comfort collaborating virtually in remote settings.
