The Senior Infrastructure Development Officer (MSEA Grade 5) is responsible for designing, maintaining, and supervising technical infrastructure projects for the Micro and Small Enterprise Authority. This role plays a critical part in supporting the growth of MSEs by ensuring they have access to well-maintained facilities, workshops, and workspaces. The officer handles a broad range of engineering disciplines including civil, structural, electrical, and mechanical works, while also overseeing property management and facility maintenance.
Key Responsibilities
Infrastructure Development
Develop designs for engineering devices across construction, electrical, mechanical, electronics, civil, and structural works.
Oversee the repair and maintenance of machinery, equipment, waterworks, offices, workshops, and exhibition halls.
Manage and maintain MSEA facilities including Centers of Excellence and Constituency Industrial Development Centres (CIDCs).
Prepare technical specifications for new development projects and specialized equipment.
Process tenders for engineering work and equipment while maintaining an accurate inventory of assets.
Monitor the execution of development projects and provide supervision and training to junior engineers and technical staff.
Maintenance and Facility Management
Categorize and manage the allocation of MSE sheds, stalls, showrooms, and incubation facilities.
Liaise with County managers and Center of Excellence Managers to coordinate the allocation of workspaces.
Conduct structural surveys to identify defects and determine requirements for refurbishment or modification.
Prepare sketch plans, specifications, and cost estimates for building renovations and maintenance.
Oversee the collection and review of rent for the authority's properties.
Requirements and Qualifications
Bachelor’s degree in Civil, Mechanical, Electrical, Electronic, Building and Construction, Structural, or Mechatronic Engineering.
Alternatively, a degree in Agriculture, Land Economics, Estate Management, Property Management and Valuation, or Facilities Management.
A minimum of four (4) years of relevant work experience in infrastructure or facility development.
Completion of a supervisory course lasting at least two (2) weeks.
Proficiency in computer applications relevant to engineering and administration.
Demonstrated merit and ability through consistent work performance and results.
