The United Nations Environment Programme (UN Environment) is seeking a Senior Information Systems Officer to provide technical leadership and strategic direction for its enterprise infrastructure and digital transformation initiatives. This role involves advising senior management on infrastructure and cloud strategies, overseeing the design and operation of mission-critical platforms, and driving the adoption of DevOps and modern infrastructure practices across the organization. \n\n### Key Responsibilities \n\n \n- Provide authoritative technical and policy advice to senior management and ICT governance bodies regarding enterprise infrastructure, cloud strategy, platform engineering, and DevOps. \n- Conceptualize and oversee the design, build, and operation of UNEP-wide infrastructure platforms supporting mission-critical applications and environmental information systems, such as the World Environment Situation Room. \n- Define and promote infrastructure-as-code, configuration management, monitoring/observability, and CI/CD practices to improve delivery speed and service quality. \n- Prepare and monitor budgets and work programs for infrastructure and DevOps initiatives, ensuring alignment with enterprise architecture. \n- Chair the UNEP-wide ICT Solutions Group to drive standards and alignment with UN Secretariat ICT directions. \n\n \n- Establish and maintain infrastructure standards to ensure a stable, secure, and environmentally sustainable ICT environment. \n- Lead the design and management of hybrid infrastructure topologies including UN-hosted, partner-hosted, and public cloud (IaaS/PaaS/SaaS) components. \n- Oversee information security management and ensure compliance with UN Secretariat policies and international cybersecurity standards. \n- Devise technical controls to protect the confidentiality and integrity of information assets, including data lakes and analytics platforms. \n- Ensure projects meet established time, cost, and quality standards while minimizing duplication of tooling across the organization. \n\n### Qualifications and Experience \n- An advanced university degree (Master’s or Doctorate) in computer science, information systems, engineering, or a related field. A first-level degree with two additional years of experience may be accepted in lieu of the advanced degree. \n- A minimum of ten (10) years of progressively responsible experience in the planning, design, and lifecycle management of enterprise ICT infrastructure. \n- Proven experience leading infrastructure or DevOps teams in large-scale, high-availability, and secure environments. \n- Experience designing and operating complex data platforms (data lakes/warehouses) integrating multi-source data. \n- Familiarity with CI/CD pipelines, infrastructure-as-code, and automated monitoring in agile environments is required. \n- Knowledge of the UN Common System, data science analytics, and experience deploying/scaling AI models (LLMs, predictive models) is highly desirable.
