Job Description
The National Quality Control Laboratory (NQCL) is a State Corporation within the Ministry of Health established for the Quality Control of Medicines on behalf of the Government. This position (Advert No: NQCL NO. 18/2026) is at Position Level NQCL 6 on a one-year contract basis.
Job Overview
The Senior Human Resource Management & Development Officer will be responsible for interpreting and implementing HR policies, managing staff development programs, and overseeing administrative HR functions including payroll and recruitment.
Key Responsibilities
Policy Implementation: Participating in interpreting and implementing human resource management policies and government circulars.
Staff Development: Undertaking training needs analysis, projections, and developing comprehensive training programmes.
Recruitment & Placement: Participating in staff recruitment, selection, induction, and placement processes.
Payroll Management: Consolidating information for and processing the payroll.
Staff Welfare: Assisting in the management of staff welfare schemes.
Systems Management: Maintaining the human resource management information system (HRMIS).
Lifecycle Management: Supporting the management of staff probation, confirmation, promotion, and exit processes.
Record Keeping: Verifying and maintaining accurate human resource records.
Person Specifications
For appointment to this grade, an officer must have:
A cumulative service period of six (6) years of relevant work experience, with at least three (3) years served in the grade of Human Resource Management Officer I or a comparable position.
A Bachelor’s degree in Human Resource Management or an equivalent qualification from a recognized institution.
OR A Bachelor’s degree in Social Sciences plus a post-graduate diploma in Human Resource Management or equivalent from a recognized institution.
Professional qualification and active membership in the Institute of Human Resources Management (IHRM) or its equivalent, in good standing.
Proficiency in computer applications.
