Role Overview
The Senior Digital Health Officer is responsible for developing, implementing, and managing digital health systems and policies across various domains including Point of Care Services, Health Informatics, and System Support. This role involves drafting standards, managing health information exchange, ensuring compliance, and building capacity among healthcare professionals to optimize clinical workflows through technology.
Key Responsibilities
Point of Care Services
- Developing initial drafts of policies, strategies, standards, guidelines, legislation, and regulations on point of care solutions.
- Implementing concept notes, gap analysis guidelines, and deployment plans for point of care solutions.
- Engaging stakeholders to align with clinical and system goals.
- Implementing mitigation strategies for identified risks.
- Defining user roles and permissions; conducting training and user support.
- Implementing user authentication guidelines on the patient portal and data quality protocols.
- Managing the upgrade plan and decommissioning of point of care solutions.
Health Informatics
- Developing comprehensive policies, standards, and guidelines for aggregate health information systems.
- Creating regulatory frameworks and legislation for health information management and data security.
- Conducting data protection impact assessments and reviewing system requirement specifications.
- Managing system upgrade plans, technical enhancements, and coordinating decommissioning of outdated systems.
- Integrating new data sources and standardizing health data metrics for cross-system compatibility.
- Designing data collection tools, monitoring frameworks, and conducting trend analysis or predictive modeling.
- Monitoring system performance metrics and managing visualization dashboards.
Health Information Management
- Implementing concept notes and deployment plans for health information exchange (HIE).
- Reviewing and updating HIE systems requirement specifications and monitoring HIE registries.
- Managing HIE upgrade plans and decommissioning processes.
- Implementing competency frameworks for training users on HIE.
Systems Support and Maintenance
- Training staff on health systems queries and troubleshooting workflows.
- Gathering insights from end-users to identify common challenges.
- Implementing support desk policies, incidence management protocols, and reporting metrics.
- Monitoring performance indicators and communicating breach information for affected users.
Standards & Compliance
- Identifying standards and frameworks and mapping gaps with international standards.
- Strengthening data policies and implementing a compliance plan for digital health systems.
- Educating stakeholders on the importance of standards and providing training on new policies.
- Reviewing access controls and authentication mechanisms for security evaluation.
Certification and Capacity Building
- Verifying documentation for healthcare provider certification and managing regular compliance audits.
- Assessing digital health solutions (telemedicine, EHR) for compliance with Kenyan regulations.
- Assessing digital literacy levels of healthcare professionals and identifying gaps.
- Promoting understanding of digital health tools to improve care quality and efficiency.
- Implementing strong cybersecurity measures to safeguard user information.
Qualifications and Requirements
- A cumulative period of six (6) years relevant work experience, three (3) of which should have been in the grade of Senior Digital Health or in a comparable position.
- Bachelor’s degree in any of the following disciplines: Health Information Technology, Health Records and Information Science, Health Systems, Information Communication Technology (ICT), Epidemiology, Clinical Medicine, Nursing, Nutrition, or an equivalent qualification from a recognized institution.
- Must be registered and licensed by a recognized regulatory body as applicable.
- Certificate in a Management course lasting not less than four (4) weeks from a recognized institution.
- Proficiency in computer applications.
- Demonstrated merit and ability as reflected in work performance and results.
Required Compliance Certificates
Applicants must provide the following:
- Certificate of Good Conduct from the Directorate of Criminal Investigation (DCI).
- Certificate of compliance from the Higher Education Loans Board (HELB).
- Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
- Current Self-Declaration form from the Ethics and Anti-Corruption Commission (EACC).
- Certificate from a Credit Reference Bureau (CRB).
