Role Overview
The Senior Advisor for Child Protection in Emergencies will be responsible for technical leadership, strategic development, and quality implementation of child protection programming in World Vision's humanitarian responses. The role leads the development and testing of interventions and technical guidance for Child Protection in Emergencies (CPiE), as well as designing and developing proposals to mobilize resources for maintaining or scaling up child protection in emergency programs. The postholder will also ensure child protection is mainstreamed in all operations and seek effective collaboration with other sectors to promote integrated programming through deployments to field offices/Responses and dedicated technical support.
This role provides capacity building for field staff and key stakeholders in CPiE through training and coaching, while contributing to improving knowledge and skills of World Vision and partners' staff in addressing protection concerns of children in crisis. The Advisor will lead the development, recruitment, and ongoing engagement of the CPiE roster of surge-ready staff, share global minimum standards and inter-agency guidance, and represent World Vision in global CPiE/CPHA networks for increased learning, impact, income, and influence.
Key Responsibilities
Technical Leadership and Strategic Development (60%)
- Lead the development, testing/learning, and timely revision of CPiE strategies and approaches in line with the objectives of World Vision's Response Strategy and the Country technical and/or Humanitarian Response Plan (NHRP where available).
- Seek collaboration with other sector teams to support and grow integrated programming for child-wellbeing outcomes, including specifically integration work with food security, education, and MHPSS.
- Ensure CPiE considerations are mainstreamed into all World Vision sector strategies and approaches.
- In coordination with Programme/GAM teams, support the design and development of new CPiE project proposals/concept notes, contextualizing existing approaches, and supporting donor/external engagement with the aim of increasing funding for CPiE.
- Provide technical leadership to CPiE-related case studies, learning reviews, and publications within the Response.
- Deploy and/or offer remote/virtual technical assistance to response/field teams with technical programming support to gap-fill for CPiE roles, provide capacity building, and strengthen systems and processes for CPiE.
Organization and Staff Capacity Building (20%)
- Promote technical excellence in the application of internal and interagency minimum standards including humanitarian standards, child protection minimum standards, and IASC guidelines.
- Develop contextualized training or other guidance materials for CPiE staff and partners based on project needs and assessment findings.
- Lead the hiring process for qualified local and expatriate staff to implement CPiE and/or integrated programmes when requested by field offices/responses and/or regions.
- Lead the recruitment process and ensure ongoing engagement of the CPiE roster.
- Support response leadership in partner identification by using sector guidance, competency frameworks, and other tools tailored to assess partners' capacity to respond for CPiE in line with World Vision and interagency standards.
- Support the Safeguarding Advisor to establish/strengthen safeguarding mechanisms within the Response, including partner agencies.
- Facilitate training opportunities for CPiE, other sector teams, and partners on CPiE-related topics and integration.
External Engagement and Networking (10%)
- Participate, and whenever possible lead, in the Alliance for CPHA, the Protection Cluster, and other relevant task forces necessary for strong coordination efforts to leverage World Vision's CPiE expertise.
- Actively contribute to discussions and development of the Humanitarian Response Plan (HRP) and relevant processes to shape priorities and directions for CPiE in early stages of emergency; lead on facilitating CP coordination tools and guidelines.
- In coordination with Programme/GAM team, build strong relationships with existing/new donors, and explore potential donors who prioritize CPiE interventions.
- When appropriate, build relationships and ensure coordination with national/local government ministries to contribute to strengthening the formal CP system in the Response.
- Enhance World Vision's visibility and leverage expertise as a partner of choice in external engagement opportunities.
Assessing, Monitoring, and Reporting (10%)
- Ensure the inclusion of CP questions in internal or interagency assessments to allow the identification of a robust CPiE package for the response.
- Conduct regular monitoring and analysis of CP concerns and use data to inform decisions on future priorities/strategies.
- Contribute to monitoring and real-time evaluation of CPiE activities for quality assurance and lessons learned.
- Support MEAL team to develop monitoring & evaluation tools to measure CP outcomes and build staff capacity on their use.
- Review grant progress/final reports and M&E reports ensuring compliance with World Vision expectations and donor requirements.
Requirements & Qualifications
- Education: Master's degree in Social Work, International Development, Child Development, International Relations, Humanitarian Protection, Human Rights, or another relevant degree.
- Certifications: Certification or similar qualifications demonstrating capacity to facilitate training, coaching, and supervision in Protection and CPiE technical packages (e.g., Case Management Training Package, Protection Mainstreaming Minimum Standards, Child Protection Minimum Standards, Unaccompanied and Separated Children Toolkit, Community Based Complaints and Reporting Mechanisms).
- Experience: Minimum 7 years of technical experience related to child protection in humanitarian settings.
- Mentoring and coaching experience to improve CP technical quality and mainstreaming in key sectors such as Education, Food Security and Livelihoods, WASH, Health & Nutrition.
- Demonstrated experience in donor-related project design and proposal development (USAID/BHA, ECHO, FCDO, GAC, ADH, etc.).
- Proven track record in developing and facilitating training across different cultures and language contexts.
- Experience living and working in fragile/humanitarian contexts preferred.
- Thorough understanding of humanitarian architecture, cluster approach, standards, and funding cycles.
- Languages: Effective written and verbal communication in English required. Knowledge of other UN languages (French, Arabic, Spanish, Portuguese) preferred.
- Work Environment: Ability to travel up to 60% domestically and internationally for deployments and technical assistance assignments. Willingness to work long hours and in challenging/insecure environments as required.
