The Senior Advisor, Emergency Funding is a pivotal role within the International Rescue Committee (IRC) responsible for the oversight and management of emergency funding systems. This position focuses on ensuring that the IRC’s emergency funding mechanisms, such as the Crisis Response Fund (CRF) and emergency appeals, are functional, efficient, and consistently applied. The role involves leading system design improvements, managing a complex portfolio of emergency awards, providing strategic business development support for new country programs during the onset of emergencies, and mentoring a global team of grants coordinators.

- Reports to: Sr. Director, Finance and Fundraising in Emergencies.
- Direct Reports: Emergency Unit Grants Coordinator, ERT Grants Coordinator, and all Emergency Grant Coordinators within the Global Surge Team.
Key Responsibilities
Emergency Fund Management Systems
- Ensure emergency funding systems are fit for purpose across the CRF, emergency appeals, and other funds.
- Lead optimization of funding mechanisms to ensure they are user-friendly and support decision-making.
- Coordinate with the Quality in Emergencies team on data collection, emergency response plans, and metrics tracking.
- Design and maintain sophisticated dashboards for stakeholder transparency.
- Serve as the focal point for launching new appeals and reporting on emergency funding.
Business Development
- Provide oversight and support to new country programs during the first three months of emergency onset.
- Support donor engagement, intelligence sharing, and emergency pre-positioning.
- Lead or support the full proposal development lifecycle, including conceptualization and compliance assurance with donor requirements (e.g., USG and European donors).
- Review proposal documents, support negotiations, and facilitate handovers to post-award teams.
Awards Management and Compliance
- Manage a portfolio of emergency and early recovery awards, ensuring high-quality reporting and monitoring.
- Advise new country programs on donor compliance and IRC internal systems like OTIS and PEERS.
- Quality assure award amendments, modifications, and partnership agreements.
- Manage donor relationships on contractual and compliance matters.
People Management and Development
- Mentor members of the EmU Grants Team and Global Surge Team (GST).
- Ensure high performance and accountability for work quality within the ERT and GST teams.
- Build team capacity through coaching and targeted development opportunities.
- Onboard new staff on donor policies and IRC processes.
- Promote a culture of psychological safety, equity, and wellbeing.

Job Requirements
Skills, Knowledge, and Qualifications
- Education: BA/BSc/HND degree in a relevant field.
- Donor Experience: At least 8 years of significant experience with United States Government and European donor requirements.
- Sector Knowledge: Deep understanding of humanitarian aid and development programming.
- Financial Skills: Strong financial management and budgeting skills.
- Communication: Excellent interpersonal skills with the ability to liaise across multi-cultural environments.
- Languages: Fluency in English is required; French, Spanish, or German is highly desirable.
- Technical: Proficient in MS Office Suite (Word, Excel, Outlook).
- Travel: Willingness and ability to travel internationally, including to insecure areas, often on short notice.
Experience
- Proven experience in remote management and supporting country-based staff.
- Extensive experience in writing, reviewing, and editing narrative and financial reports with high attention to detail.
