The Roving MEARL (Monitoring, Evaluation, Accountability, Research, and Learning) Coordinator is a critical role aimed at strengthening staff capacity in MEARL components across field offices, providing technical surge support, and ensuring the institutionalization of high-quality monitoring and accountability systems. This role involves rapid deployment to project start-ups, underperforming projects, and staffing gaps to ensure robust system setup and stabilization. You will work closely with project teams to deliver hands-on coaching and implement sustainable mentorship approaches.
Key Responsibilities
Capacity Development and Humanitarian Surge Support
- Develop core technical competencies in indicator design, IPTTs, data collection, management, and analysis for decision-making.
- Provide timely technical support to new project start-ups and high-risk projects through rapid surge deployment.
- Ensure strong MEARL system set-up during early project phases or recovery periods.
- Deliver on-the-job coaching and direct technical engagement with project teams.
- Implement mentorship approaches to build sustainable MEARL competencies within field teams.
Quality Uplift Initiative & Monitoring Systems Strengthening
- Lead the rollout of Quality Uplift Initiatives across projects to enhance performance.
- Strengthen monitoring systems, indicator tracking, and routine data review processes.
- Institutionalize monthly or quarterly quality review mechanisms across projects.
- Track and enforce corrective actions resulting from quality reviews.
- Diagnose cross-project weaknesses and implement targeted improvement plans to standardize quality monitoring.
Evidence Generation (Real-Time Needs Assessment)
- Lead the roll-out and adoption of Real-Time Needs Assessment (RTNA) methodologies.
- Support field teams in developing context-specific rapid assessment tools.
- Promote digital platforms (e.g., Kobo, ODK) for efficient real-time data capture and analysis.
- Ensure RTNA findings directly inform program design, targeting, and ongoing adaptation.
Community Engagement and Accountability System Strengthening
- Implement accountability priority actions in line with the 10-Point Accountability Systems Uplift plan.
- Support the development and dissemination of information products tailored to communities and stakeholders.
- Facilitate context-specific feedback and complaints mechanisms.
- Manage the complaints and feedback database to ensure timely, quality responses and analysis.
Data Quality Assessments (Audits)
- Standardize DQA frameworks and lead consistent implementation across field locations.
- Enhance systems to ensure data accuracy, consistency, completeness, and timeliness.
- Resolve systemic issues including indicator inconsistencies and weak validation processes.
- Embed routine data verification, cleaning, and validation protocols within monitoring systems.
- Strengthen documentation practices to meet donor and audit requirements.
MEARL Engagements and Coordination
- Represent Save the Children in relevant MEARL coordination platforms.
- Facilitate strategic monitoring initiatives across field locations.
- Support delegated engagements with external stakeholders.
