Registrar/ Chief Executive Officer

The Kenya Engineering Technology Registration Board (KETRB) is dedicated to advancing engineering technology in Kenya. The Board is seeking a Registrar/Chief Executive Officer (CEO), the most senior position in the organization. The Registrar/CEO is answerable to the Board of Directors for the day-to-day management and coordination of all Board activities and programs.

Job Purpose

Serving as the accounting officer, the Registrar/CEO provides leadership to management and acts as the link between the staff and the Board of Directors, ensuring prudent resource utilization and adherence to statutory requirements.

Key Responsibilities

• Policy & Strategy: Advise the Board on the formulation of policies, plans, and strategies related to registration, licensing, partnerships, professional development, and compliance.
• Financial Oversight: Serve as the accounting officer, advise on annual budgets, and ensure the Board utilizes resources prudently in line with government financial guidelines.
• Audit & Reporting: Ensure accurate and timely audits of the Board's books of accounts and provide thorough reports to the Board on technical, financial, and administrative matters.
• Strategic Implementation: Develop and implement the Board's approved strategic plan and communicate decisions and procedures effectively.
• Organizational Culture: Maintain a conducive work environment to attract and motivate employees, fostering a culture of ethical practices and corporate citizenship.
• Internal Controls: Establish internal monitoring and control systems to ensure compliance with all statutory and regulatory requirements.
• Asset Management: Manage the Board's assets and liabilities effectively.
• Partnerships: Manage the corporate image and foster both local and international partnerships.

Job Specification

For appointment to this grade, an officer must possess:

• Experience: A cumulative fifteen (15) years of relevant work experience, with at least five (5) years in a senior management position.
• Education: A Bachelor's degree in Mechanical Engineering, Building Technology, Civil Engineering, Electrical and Electronics Engineering, Social Sciences, Business Administration, Public Administration, Commerce, Public Policy, Education, Human Resource Management, or Education Technology.
• Postgraduate Education: A Master's degree in Engineering, Business Administration, Public Administration, Public Policy and Administration, Education, or Strategic Management.
• Professional Status: Must be registered as a Professional Engineering Technologist by the KETRB and hold a valid practicing license.
• Training: A certificate in a Leadership Course (minimum 4 weeks) from a recognized institution.
• Integrity: Must fulfill the requirements of Chapter Six (6) of the Constitution of Kenya.

Remuneration

• Basic Salary: Ksh. 305,197 – 487,795 p.m.
• House Allowance: Ksh. 60,000 p.m.
